The U.S. Army Garrison Bavaria, Garmisch Military Community is proceeding with a sole source bridge contract modification to ensure uninterrupted maintenance services for family housing quarters, extending the existing Between Occupancy Maintenance contract W912PB21D8003 through 31 May 2027 and increasing its ceiling by 160,000 Euros. This action is being taken under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.103-1, as Frank GmbH is the only responsible source capable of delivering the critical and immediate continuity of services required to sustain mission readiness without disruption. The North American Industry Classification System code for this acquisition is 238330, and the place of performance remains at USAG Bavaria-Garmisch. Due to the specialized nature of the work, the complexity of ongoing operations, and the narrow transition window, no alternative contractor could meet the urgency or operational demands, making continuation with the incumbent essential. Although this is not a competitive solicitation, responsible sources may submit capability statements by 14:00 CET on 29 May 2026 to the designated points of contact, though the government retains full discretion to proceed without competition. The modification is anticipated to be awarded no later than 31 May 2026.

This Request for Information is prepared in accordance with DFARS PGI 206.103-1 sources sought requirements. This proposed bridge contract is being processed on a sole source basis.  The North American Industry Classification System (NAICS) Code for this acquisition is 238330.

The Regional Contracting Office (RCO) Bavaria intends to Award a bridge contract on a sole source basis to Frank GmbH (hereafter referred to as “Frank”), at Roemweg 2, 92358 Seubersdorf, Bavaria, Germany. The bridge contract will be a modification against the Between Occupancy Maintenance (BOM) of Family Housing Contract (W912PB21D8003).  The modification will provide continuity for the operation and service of Army Housing.  Contract W912PB21D8003 was awarded on 01 June 2021 with current period of performance end date of 31 May 2026.  This current period of performance will be extended through 31 May 2027 and the ceiling will be increased by 160,000.00 Euros.

The proposed contract action is for services for which the Government intends to negotiate with one source under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.103-1.  FAR 6.103-1 states “when supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.” Frank, is the only company that has the capability to accomplish the critical and immediate schedule for continuity of USAG Bavaria’s mission to avoid the negative impacts of a lapse in coverage.

The Government anticipates no changes from the current contract in the type of tasking or scope.  Due to the breadth and complexity of the work, urgency of the requirement, and level of transition required, it would be cost and schedule prohibitive for any contractor other than the incumbent to ensure continuity of operations at USAG Bavaria-Garmisch Military Community.  As such, the bridge contract with Frank is necessary to ensure continued support of USAG Bavaria-Garmisch Military Community.

The place of performance is at United States Army Garrison (USAG) Bavaria, Garmisch Military Community..

The bridge contract action is expected to be awarded no later than 31 May 2026.

This is not a request for competitive proposals.  All responsible sources may submit a capability statement, which will be considered by the Government.  A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government.

Information shall be submitted prior to 14:00 PM (CET), Thursday, 29 May 2026 via email to Matthew Boals at matthew.s.boals.civ@army.mil and Jereme Kemp at Jereme.a.kemp.civ@army.mil.
