Request for Information - Neonatal Resuscitation Program (NRP)

The Defense Health Agency intends to award a sole source contract to RQI Partners for the provision of Neonatal Resuscitation Program (NRP) training curriculum and support services across the Military Health System, including the NRP Advanced (1-11) Provider Curriculum, NRP Instructor Candidate Curriculum, and NRP Instructor Renewal Curriculum. This action is based on a determination that only one responsible source exists capable of fulfilling the agency’s requirements, as outlined under FAR Part 6, Authority 10 U.S.C. 3204(a)(1) - FAR 6.103-1(b), and in conjunction with FAR Part 12 procedures for commercial products and services. The training must align with the minimum guidelines established by the American Academy of Pediatrics and comply with DHA Procedural Instruction 6025.16, delivering standardized, enterprise-wide resuscitation certification for healthcare personnel including physicians, nurses, and respiratory therapists assigned to neonatal intensive care, labor and delivery, and newborn care settings within Military Medical Treatment Facilities. The solution requires an online learning and testing platform, MTF-based simulator training, centralized tracking and reporting of certification status, and ongoing implementation and scalability support.
