Tactical Data Link (TDL) Interoperability Software
Solicitation # FA489026Q0016
Solicitation FA489026Q0016 is a request for proposals from the Air Combat Command to acquire a commercial off-the-shelf software solution to support Tactical Datalink (TDL) interoperability. The required toolset will serve as a relational database and analysis tool for the iSMART process, enabling the government to manage TDL message data, platform implementations, and interoperability evaluations, specifically adhering to standards such as MIL-STD 6016. The contract is structured as a Firm-Fixed Price Not To Exceed agreement consisting of a base year, four option years, and a final six-month option. Key deliverables include 120 annual software licenses, comprehensive technical support, bi-annual software releases, and two annual training sessions, including in-person advanced practitioner training for up to 10 students within the continental United States. The government will award the contract based on the Lowest Priced Technically Acceptable (LPTA) method. Technical proposals will be evaluated on an acceptable or unacceptable basis, requiring evidence of capabilities through functional screenshots, workflow diagrams, and historical case studies. A critical requirement is the ability to execute a single-action database migration of legacy platform specifications and provide a pre-migration conflict report within a 60-day transition window. Performance and delivery are centered at Langley Air Force Base, Virginia, with a delivery timeline of 30 days after receipt of order. All payment requests must be processed through the Wide Area WorkFlow system.

NISC Enterprise Support Tasking (NEST)
Solicitation # 693KA9-26-R-00003
The NISC Enterprise Support Tasking (NEST) contract is a set-aside for Women-Owned Small Business (WOSB) concerns, managed by the FAA's AJW-2 Directorate. The primary objective is to provide operations and maintenance (O&M) support for the NIMS and CMIS systems, which manage the Task Order and Financial Management lifecycles for the NAS Integration Support Contract (NISC). The scope includes ensuring uninterrupted system availability, maintaining security certifications and ATO status, and providing quality assurance and control. A critical component of the work involves serving as a Subject Matter Expert to design, develop, test, and deploy a new software system to support the transition from NISC IV to NISC V, while maintaining the existing NIMS system to close out previous contracts. The contract is structured as a firm fixed price award with a 12-month base period and four 12-month option periods, totaling a potential period of performance of five years. Award selection is based on a Best Value approach, prioritizing technical approach, past performance, price, and the transition plan. Key deliverables include the integration of financial dashboards for metrics such as Estimate at Completion and Earned Value Measurement, as well as the maintenance of cybersecurity compliance through the FAA's Enterprise Risk Management framework. Performance will be monitored by the Contracting Officer and the Contracting Officer's Representative, with a focus on technical quality, timeliness, and successful system transition.

The U.S. Army, through the Project Manager for Command and Control Applications (PM C2 Apps), is conducting market research via a Request for Information (RFI) to evaluate a transformative acquisition strategy centered on a lead integrator model for managing its entire portfolio of command and control software applications. The goal is to establish a unified, agile development pipeline and application storefront that enables rapid delivery and iteration of mission-critical software at the “speed of relevance,” aligning with the Next Generation Command and Control (NGC2) “clean-slate” philosophy. This approach seeks to consolidate GOTS, COTS, and tactical solutions under a single lead entity responsible for end-to-end lifecycle management, including continuous integration and deployment, automated vulnerability scanning, SBOM generation, and secure distribution to users across hybrid-cloud, on-premise, and disconnected environments. The Government is particularly interested in entities with direct ownership or control over software development capabilities, capable of driving innovation, influencing product roadmaps, and providing direct technical support, rather than intermediaries or resellers. Proposals must demonstrate experience deploying capabilities at TS/SCI and JWICS levels, compliance with DoD Enterprise DevSecOps Reference Design standards, and readiness to operate within IL5 and IL6 security environments with clear paths to cross-domain data transfer and continuous authorization. All responses must be submitted as a single Microsoft Word document, not exceeding 25 pages, using the provided Response Form template, and must include a Rough Order of Magnitude cost estimate and a notional schedule covering the full program lifecycle. The submission deadline is May 27, 2026, at 1200 Eastern Time, and must be emailed to PM_C2_Apps_RFI@army.mil with a specific subject line. Respondents must self-certify their small business status under NAICS 541511 and identify any organizational conflicts of interest, particularly if they intend to both lead the ecosystem and offer their own applications. Security compliance is mandatory and must align with DoD DevSecOps practices, MOSA, OpenAPI standards, and Army-specific cybersecurity controls, with the Government retaining final authority for accreditation and risk acceptance. The lead entity will be expected to govern the storefront, enforce technical standards, manage third-party integrations, and handle liability for code it does not produce—a model still under evaluation. Pricing structures, contract types, and transactional frameworks—including FFP, SaaS subscriptions, OTAs, or hybrid models—are not yet defined, and this RFI is purely

Synopsis

The following Request for Information (RFI) is to gain an understanding from Industry on the capabilities offered to support Project Manager for Command and Control Applications (PM C2 Apps) entire portfolio. The Government is considering an acquisition strategy that uses a "teaming" model to consolidate the PM C2 Apps portfolio under a singular lead, tasked with managing a unified development pipeline and application storefront. This approach mirrors the Next Generation Command and Control (NGC2) "clean-slate" methodology, which emphasizes Agile and Development, Security and Operations (DevSecOps) environments to rapidly deliver and iterate on mission-focused software. By partnering with a lead entity to integrate a mix of Government-Off-The-Shelf (GOTS), Commercial-Off-The-Shelf (COTS), and tactical solutions, the strategy aims to provide the Warfighter with a flexible, modular, and interoperable suite of applications that can be updated at the "speed of relevance". The Government is particularly interested in solutions offered by entities with direct control over the capability's development and innovation. Respondents should clearly describe whether they are the original capability provider or an intermediary (reseller/integrator), and demonstrate their ability to drive innovation, influence product roadmaps, and provide direct technical support. The government envisions mission success by establishing group collaboration among all industry partners for the overall success of the program to include the application development/oversight from various partners (GOTS/COTS/etc) through pipeline/DSO to the storefront for User Access. The government intends to conduct an industry day to provide an overview to further support and enhance market research. Understanding this is a new concept, the Government welcomes feedback on the feasibility of this approach from Industry as well as the specific questions detailed in later sections of this RFI.
