AI Contract Overview
FEMA has awarded a sole-source, firm-fixed-price contract to ESi/Juvare for the Unified Command Platform, a Software-as-a-Service (SaaS) solution that will serve as the agency’s enterprise Crisis Management System. The acquisition, made under FAR 6.302-1 due to the unique and irreplaceable capabilities of the vendor, is justified by the fact that ESi/Juvare is the only provider with a commercially available COTS solution that meets the stringent FedRAMP High Impact Level 4 security requirements and can seamlessly migrate 14 years of customized workflows, data, and user configurations without operational disruption. The system will support approximately 28,000 federal, state, tribal, and non-governmental users nationwide and is hosted in the vendor’s FedRAMP High IL4-authorized cloud environment in Atlanta, Georgia. The contract has a base period of six months and four optional 12-month periods, for a potential total duration of 42 months, with all delivery and performance occurring electronically via the cloud, eliminating physical delivery requirements. No competitive evaluation was conducted, as no other vendor possesses the proprietary knowledge, system access, or accredited infrastructure necessary to meet the mission-critical requirements without unacceptable cost, schedule, or risk. The acquisition avoids an estimated $16 million to $25 million in redevelopment costs by leveraging an existing, proven platform. Key personnel from ESi/Juvare, who have maintained the system since its inception, are essential to its continued operation, and any attempt to transition to another vendor would require up to 12 months of additional security authorization and result in parallel system operations, which is deemed nonviable. The contract, issued under NAICS code 541511, funds operations using Fiscal Year 2026 Disaster Funds, and all acceptance criteria are tied to performance in the cloud environment, including full compliance with 26 core capabilities, uninterrupted service, and secure interoperability with existing national systems. No pricing data is disclosed, but the award is explicitly justified as a cost-saving measure. The contracting office is located in Washington, DC, with primary and secondary point of contact information provided, and no physical packaging, marking, or preservation requirements apply due to the fully digital nature of the service.
