BC Hydro EV Charging Network Charger Management System
Solicitation # RFP 24430
The British Columbia Hydro and Power Authority is seeking a long-term partner to provide a white-label Charger Management System (CMS) platform for its electric vehicle charging network. The project involves managing a current network of approximately 900 charging ports across 190 locations, with a projected expansion to 3,500 ports by 2035. The selected provider must deliver a secure, scalable, and reliable platform that offers a seamless customer experience, real-time operational insights for network monitoring, and full interoperability with existing BC Hydro systems. The network standard for future technology is specified as 200-kilowatt chargers. The contract is expected to have an initial five-year term starting in June 2027, with the possibility of extensions for up to ten additional years. Award selection is based on the most advantageous proposal, evaluated through a multi-stage process. Pre-screening requires proponents to be the Original Equipment Manufacturer (OEM) of the platform and demonstrate experience with similarly sized networks in North American or European markets. Final selection is based on equally weighted criteria: confidence in achieving strategic objectives, overall annual and long-term costs, and a balance of trade-offs and risks. Proponents must adhere to strict submission guidelines by December 1, 2026, including a comprehensive Form of Proposal and a Cybersecurity Risk Management Questionnaire. The pricing structure covers several phases and services, including design and definition, implementation, platform usage, ongoing business support, RFID card fulfillment, and payment processing. Due to the critical nature of the infrastructure, BC Hydro may require a Vendor Cybersecurity Risk Assessment and mandates compliance with the Freedom of Information and Protection of Privacy Act of British Columbia.

Broward County is issuing a Request for Information (RFI) to identify whether the specialized Privileged Access Management (PAM) software currently provided by BeyondTrust Corporation is available from other vendors or if alternate solutions meet the County’s stringent security needs. The Aviation Department requires this software to secure sensitive administrative accounts and passwords controlling access to the County’s network and server infrastructure. Due to the highly sensitive nature of these accounts and the critical role they play in maintaining network integrity, the County intends to limit disclosure of product details to reduce potential supply chain vulnerabilities. BeyondTrust, as both the manufacturer and direct seller, is considered a singular source able to provide controlled communication and support. This aligns with federal mandates such as M-22-09, which promotes a government-wide Zero Trust architecture, and state cybersecurity laws that require adherence to recognized frameworks like the NIST Cybersecurity Framework. The RFI invites interested vendors to submit information on their ability to supply comparable products or services that meet or exceed the County’s requirements. Responses should include documentation to support claims of equivalency or alternative solutions. The Director of Purchasing will review all submissions and determine whether to designate BeyondTrust as the sole source provider. This decision is final and not subject to protest or appeal. The RFI will remain open until the specified closing date, and vendor communications will be handled through the County’s electronic bidding system. Contacts for inquiries are provided to facilitate vendor engagement in this evaluation process.

Notice of Intent to Designate Single Source:
This Request for Information (RFI) Notice of Intent to Designate Single Source is to determine if the specified commodity or service is available from multiple providers, or if an alternate commodity or service is available that would meet the County’s needs. This is not a request for pricing or a purchase commitment.
The following commodity or service is thought to be available from only a single source (or reasonable source) and is the only commodity/services that meets the County’s needs:
The Aviation Department seeks to utilize software network infrastructure with Privileged Access Management (PAM) software from BeyondTrust Corporation to secure administrative accounts and passwords for maintenance of, and access to the County’s network and Server infrastructure. These types of accounts are highly sensitive and contain elevated rights capable of severe destruction to the County network if released. Under proper protocols, it remains in the County’s best interest to minimize knowledge of the specific type of PAM in use thereby reducing the opportunity of exploitation with a supply chain attack. BeyondTrust Corporation as the manufacturer and direct seller provides a singular source to limit communication of sensitive detail on product design, and support during initial configuration on a need-to-know basis. Federal mandate M-22-09 establishes a government-wide Zero Trust architecture strategy requiring enhanced protection for privileged access and administrative credentials. Additionally, the Florida Local Government Cybersecurity Act (F.S. 282.318 and F.S. 282.3815) requires local governments to implement cybersecurity practices aligned with the National Institute of Standards and Technology (NIST) Cybersecurity Framework..
This RFI will remain posted until closing date and time.
Prospective Vendors are requested to provide information regarding their ability to provide the commodity or service described or written explanation or other documentation contesting the proposed RFI designation.
If you are capable of meeting or exceeding the County’s requirements for the specified commodity or service, respond to this RFI through the electronic bidding system. Vendor should upload any supporting information in the electronic bidding system as part of its response to assist the County in determining if commodity or service is comparable, is available from multiple suppliers, and meets the County’s needs. The Director of Purchasing shall have sole authority in deciding what is comparable.
The Director of Purchasing shall consider such submittals and notify all submitting vendors (thru the electronic bidding system) of the decision whether to designate as a Sole Source/Brand, which decision shall not be subject to objection, protest, or appeal.
