AI Contract Overview
The U.S. Army’s Mission & Installation Contracting Command is conducting market research through a Request for Information to evaluate the feasibility of consolidating laundry and dry cleaning services across 16 separate Army installations, including Fort Hood, Fort Bragg, Fort Bliss, Fort Jackson, Fort Leonard Wood, and others, under a single enterprise-wide contract. This initiative aims to transition from multiple individual contracts to a unified Indefinite Delivery Indefinite Quantity (IDIQ) or Blanket Purchase Agreement (BPA) structure to enhance efficiency, standardization, and cost-effectiveness. The proposed solution would require a contractor to provide comprehensive services including pickup, laundering, dry cleaning, folding, bundling, repair, and delivery of government-owned textiles such as linens, uniforms, and Organizational Clothing and Individual Equipment, with a standard three-business-day turnaround for most items and same-day service reserved for Military Funeral uniforms. The contractor must ensure full accountability of all government property, implement robust quality control measures, and remediate any damages incurred during processing, while complying with stringent federal, state, local, and military regulations, particularly regarding security clearance and personnel access to military installations. The government is seeking industry input on the availability of vendors capable of delivering these services at a regional or national scale, assessing the capacity of potential suppliers to meet operational demands, and evaluating the practical challenges and benefits of consolidation from a vendor perspective. Respondents are asked to provide feedback on the proposed acquisition strategy, including preferences for a firm-fixed-price per-piece contract model, and to self-identify their socioeconomic status among categories such as Small Business, 8(a), SDVOSB, WOSB, or HUBZone. Any resulting contract will require the prime contractor to perform at least 50 percent of the work in compliance with FAR 52.219-14 limitations on subcontracting. This RFI is purely for planning purposes and does not constitute a solicitation or obligation to award a contract; responses are not required and incur no cost to the respondent, and no proposals or quotes will be accepted at this stage. Information gleaned from this effort will inform a future solicitation, which will be posted on SAM.gov, and interested parties are responsible for monitoring the Government-wide Point of Entry for subsequent opportunities. The solicitation number for this RFI is W5168W26RA022, with a response deadline of June 8, 2026, and the responsible office is located at Fort Sam Houston, Texas.
