This notice is issued solely for information and planning purposes – it does not constitute a Request for Quotation (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this Request for Information. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ, IFB, or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government wide Point of Entry (GPE). The Mission & Installation Contracting Command (MICC) is conducting market research on behalf of the Army Sustainment Command (ASC) to explore the feasibility of consolidating its laundry and dry cleaning (L&DC) services, which are currently managed through individual contracts at approximately 16 separate installations.

The purpose of this RFI is to gather information from industry to determine the following:


  • The existence of a vendor pool capable of providing L&DC services on a regional or national scale.
  • Industry's capacity to meet the requirements outlined in the attached example Performance Work Statement (PWS).
  • Potential challenges and benefits of a consolidated contract from the industry's perspective.
  • Feedback on the proposed acquisition strategy to refine the government's approach.

Services required include, but are not limited to: the pickup, laundering, dry cleaning, folding, bundling, repair, and delivery of government-owned items such as linens, uniforms, Organizational Clothing and Individual Equipment (OCIE), and other textiles. The contractor will also be responsible for all labor, supervision, transportation, quality control, and adherence to all applicable federal, state, local, and military regulations, including stringent security and personnel requirements for installation access.
