This RFI is issued solely for information and planning purposes – it does not constitute a (Commercial Solutions Proposal) CSP or a promise to issue an CSP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not seeking proposals at this time and will not accept unsolicited proposals. Vendors are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense.

1.0 PURPOSE
The purpose of this Clarification RFI is to inform industry of an update to the Government’s acquisition strategy for the FAMM-P BAR program and to solicit feedback on the revised approach. Based on initial market research, the Government intends to bifurcate the FAMM-P BAR prototyping effort into separate acquisition cycles.

2.0 UPDATED ACQUISITION STRATEGY OVERVIEW
FAMM-P BAR will be broken into separate acquisition cycles, which may result in multiple agreements. This strategy is designed to immediately leverage vendors with existing highly classified infrastructure while simultaneously opening the aperture for Non-Traditional Defense Contractors to drive down unit costs for the kinetic airframe to fulfill an immediate need.

• Cycle 1: Advanced Integration & Payloads (Immediate Need)
  
  • Schedule: Immediate release and award pending approval and funding.
  • Security Requirement: Active Top Secret / SCI Facility Clearance Level (FCL) required at the time of proposal submission. (Potential SAP requirements will be outlined in the final solicitation).
  • Safeguarding Requirements: Must possess the capability to securely host and process classified information up to the Top Secret/SCI level and protect all generated Controlled Unclassified Information (CUI) and export-controlled technical data.
  • Scope: Focuses on the integration of highly classified advanced threat defeat payloads, and secure communications with the Navy Dahlgren Battle Management System (BMS).
  • Key Deliverable: Vendors will be required to design their classified systems as modular "black boxes" compliant with Weapon Open Systems Architecture (WOSA) and deliver Unclassified/CUI Interface Control Documents (ICDs) to the Government.

3.0 REQUESTED INDUSTRY FEEDBACK
The Government requests that interested vendors submit a brief response (no more than 3 pages) addressing the following questions:

1. If intending to propose for Cycle 1, please confirm your current Facility Clearance (FCL) level. Provide the CAGE code(s) for all locations where work will be performed, and confirm that these facilities meet the requisite cybersecurity and physical safeguarding standards for handling CUI and/or classified data.
2. Unclassified/CUI Interfaces: Do you foresee any technical or security barriers to decoupling classified (e.g. payload/BMS) software from the baseline flight control software to generate Unclassified/CUI ICDs?
3. Pallet/Cart Integration: Do you have a preexisting pallet/cart design or standard Type V pallet integration solution that can be rapidly modified to support your specific weapon system design for Cycle 1?
4. Vendors should state their classification as traditional, nontraditional, or small business as defined in attached ADRR Commercial Solicitation, along with their CAGE code. Any awards will be IAW 10 USC 4022 Other Transactional Authority (OTA).

3 JUNE 2026 - AMENDMENT NOTICE: Requirement Separation, Industry Day Questions and Answers (Q&A), and Call for Updates

1. Background: Following further internal Government review, the capability originally identified as FAMM-BAR has been separated into two distinct requirements: FAMM-P BAR (Palletized) and FAMM-L BAR (Lugged).

2. Current Focus (FAMM-P): The immediate focus of this RFI is exclusively on the FAMM-P BAR requirement. The FAMM-L BAR requirement will be further defined and addressed by the Government at a later date. The USG will not accept any updates for FAMM L.

3. Industry Day Q&A: A Q&A document generated from the recent Industry Day is now available. Please note that the Government’s answers provided in this document are specific to the FAMM-P BAR requirement. To receive a copy of this Q&A document, interested parties must submit a request via email to: aflcmc.ebiw.contracting@us.af.mil.

4. Instructions for Submission Updates: The Government will retain and utilize all information already received under the original FAMM-BAR RFI, as it remains highly relevant to ongoing market research. Respondents do not need to resubmit their previous white papers or responses.

However, if respondents wish to provide updates, addendums, or clarifications to their previous submissions based specifically on the FAMM-P BAR focus and the associated Q&A answers, they are invited to do so. Additionally, we invite any suggestions or recommendations to improve this product; please ensure these are provided in a clearly marked section.

ORIGINAL

1.0 PURPOSE

The Portfolio Acquisition Executive for Weapons (PAE-W) is conducting market research to identify potential sources with the capabilities to design, develop, and manufacture an adaptable and affordable Family of Affordable Mass Missiles (FAMM). This RFI is issued to gather information from industry on their abilities to perform these tasks in an affordable and expedited manner.

2.0 BACKGROUND INFORMATION

The Air Force Life Cycle Management Center, Armament Directorate, Adaptive Weapons Division, Weapons Capacity Task Force (EBIW), Eglin AFB, FL issues this RFI to help determine the technical capability and qualifications of industry to meet a need to produce FAMM-BAR for the Government and Foreign Military Sales. The potential procurement objective is to produce an inventory for the Government and Foreign Military Sales. The expectation is that the annual production orders will range from 1000 – 2000 units per year for 5 years (procurement numbers will vary by year). 

The program office seeks to streamline the battlespace by developing a single, common, air-to-surface munition that is affordable, adaptable, and possesses significant standoff range. The core concept is a singular design that allows for the primary deployment method via Palletized: For long-range strike from cargo aircraft. The Government is also presenting trade space for a secondary deployment method from the same singular design via Lugged: For long-range employment on fighter and additional aircraft.

The program office requests more information on your current design and if it includes the ability for the munition to be delivered from air to surface, and surface to surface by Army and Navy systems. This is not a request to change your current design to satisfy other services and strictly for information gathering nor is it a demand signal from the other services.
