Department of the Treasury, Bureau of Engraving and Printing (BEP), is interested in obtaining information about potential sources for laboratory testing of inks. The Bureau of Engraving and Printing (BEP) is looking for vendors with the capability to test physical and appearance characteristics of inks with paste-like consistency. Properties of interest include tack, rheological properties including viscosity, drying time, angle-dependent reflectance measurements of thick films of metallic inks, reflectance spectra of thin and thick ink films, and color measurements of ink films. Capabilities would include preparing printed strips with precise volumes of inks as the basis for obtaining relectance spectra and color measurements. In addition to having capabilities for testing, vendors must be able to securely store samples and safeguard all data files and reports. Along with the data files and reports, unused portions of the ink samples and printed strips will be returned to the BEP on a periodic basis. A quality assurance program to comply with ISO 9001 requirements is needed for the calibration and verification of equipment. Please provide a general overview of your company's products, services, capabilities, and security. If your company is interested in receiving our Request for Proposal (RFP) should we issue one for this effort, please include contact information for your company. In addition, provide information on the equipment that would be used for specific tests. All sources may submit a response, which will be considered by the Government.
