Full Description

This is a special notice requesting information to determine if there are sources capable of providing the supplies and services described herein within the prescribed timeframe. The Air Force is in the planning stage for a research program focused on a Rugged Electronics Foundational Engineering Problem (FEP). The initiative will employ an Integrated Computational Materials Science & Engineering (ICMSE) approach to accelerate the development and demonstration of rugged electronics for Air Force applications. ICMSE is also commonly referred to as Integrated Computational Materials Engineering (ICME), which has been defined by the National Research Council as "the integration of materials information, captured in computational tools, with engineering product performance analysis and manufacturing-process simulation" (http://www.nae.edu/19582/Reports/25043.aspx). The ICMSE paradigm is an integral part of the Materials Genome Initiative (MGI), a multi-agency initiative "to discover, develop, manufacture, and deploy advanced materials at least twice as fast as possible today, at a fraction of the cost" (http://whitehouse.gov/sites/default/files/microsites/ostp/materials_genome_initiative-final.pdf). By coupling advanced characterization and experimental techniques with a data exchange system and computational modeling, lengthy and expensive empirical studies may be replaced by mathematical models and computational and predictive capability. Consistent with the ICMSE paradigm and the MGI, this Rugged Electronics FEP will focus on the design and fabrication of high-impact and critical Air Force electronics that are enabled through the use of model-based experimentation and computational design tools. The Air Force is requesting responses which will assist in the selection of a technology focus area from those currently under consideration based upon evidence of impact to the Air Force, relevance to industry, pervasive nature, business case, and suitability as a demonstrator for the ICMSE approach. The technology focus areas represent distinct maturity levels. They span the interactions from the underlying materials, processes, devices, circuits and integration in board form for commercial off the shelf electronics to flexible, highly integrated solutions. The technology focus areas currently under consideration are: - Flexible Hybrid Electronics - Printed Circuit Boards & Packaging - Heterogeneous Integration of Disparate Semiconductors Technologies

AFRL Enterprise CSO: Centralized Open Spiral
Solicitation # FA865226SC005
Solicitation FA865226SC005 is a Centralized, Open Two-Step Spiral issued by the Air Force Research Laboratory under the Defense Commercial Solutions Opening (CSO) framework in accordance with R-DFARS 212.70. The government is seeking Commercial Solutions Brief (CSB) submissions for innovative solutions ranging from advanced component development to operational systems development, specifically limited to Foundational Technologies (AFRL/RE). This procurement follows a two-step process where only CSB submissions are currently requested; offerors must be categorized as Selectable during the Step One evaluation to be invited to Step Two, which involves the submission of a Commercial Solutions Proposal (CSP). The deadline for Step One CSB submissions is 5:00 PM Eastern on April 30, 2027. Submissions must align with the Areas of Interest identified in Attachment 1 of the AFRL Enterprise CSO and follow the formatting instructions in Section 7 and Attachment 2 of the main announcement. While there is no limit on the number of CSBs a single offeror may submit, each must present a unique approach. Submissions should be emailed to afrl.cso.mailbox@us.af.mil, though those containing Controlled Unclassified Information must be transmitted via the DoD SAFE system. This spiral was noted as cancelled effective June 4, 2026, with future spirals transitioning to a decentralized model issued by respective Mission Organizations.

Endless Forge
Solicitation # FA2394-26-R-B003
Endless Forge is a Manufacturing as a Service initiative led by the Air Force Research Laboratory Materials and Manufacturing Directorate to establish an adaptive, scalable, and resilient production network for the US industrial base. The program aims to shift from sequential value chains to regionalized production networks, enabling the Department of the Air Force to rapidly scale weapon systems based on battlefield performance. With a total estimated program cost of 149 million dollars and multiple awards anticipated, the solicitation focuses on two primary Areas of Interest: technology sprints to reduce risk in enabling technologies like digital certification and software-defined manufacturing, and a technology demonstration to validate the concept across domains such as space systems and autonomous platforms. This unrestricted solicitation, number FA2394-26-R-B003, utilizes a two-step process requiring a five-page white paper followed by a full proposal for selected offerors, with a response deadline of February 19, 2028. Anticipated contracts include Other Transaction for Prototype and Cost Plus Fixed Fee types, with a technical performance period of 33 months. Key requirements include strict adherence to security risk reviews for key personnel to mitigate foreign influence, compliance with NIST SP 800-171 and CMMC cybersecurity standards, and the use of the Wide Area Workflow system for invoicing. Deliverables encompass research and development data, scientific and technical reports, and hardware prototypes that must meet MIL-STD-130 unique item identification and MIL-STD-129 packaging standards.
