Solicitation # FA890326SC001
The Air Force Installation and Mission Support Center (AFIMSC) has established the Streamlining Procurement for Effective Execution and Delivery (SPEED) Commercial Solutions Opening (CSO) under solicitation FA8903-26-S-C001. This full and open, blanket solicitation runs from September 1, 2025, to August 31, 2030, and is designed to competitively procure innovative commercial items, technologies, and services. The program utilizes a streamlined acquisition process authorized by DFARS Subpart 212.70, allowing for awards via FAR Part 12 Commercial Item Procedures or Other Transaction (OT) agreements under 10 USC 4022. It is open to both traditional and non-traditional defense contractors, including small businesses. The CSO operates through a multi-stage Spiral submission process triggered by specific Area of Interest (AoI) calls. These calls address a wide range of capabilities, including AI-driven facility space planning, RF spectrum monitoring, resilient expeditionary facility prototypes, and the modernization of Civil Engineer IT systems and housing management. Initial Spiral 1 submissions typically require a five-minute solution video or a concise written brief. Proposals are evaluated based on technical approach, performance schedule, and price fairness. Successful solutions may progress through prototyping and demonstration phases, with individual awards featuring specific periods of performance and security requirements, such as Tier 1 or Tier 3 clearances for classified work.

AFTAC Commercial Solutions Opening (CSO) 2024
Solicitation # FA702224SC001
The Air Force Technical Applications Center (AFTAC) has issued Commercial Solutions Opening (CSO) solicitation FA702224SC001 to acquire innovative commercial technologies that support nuclear treaty monitoring and the counter-proliferation of weapons of mass destruction. This competitive solicitation, conducted under FAR 6.102 and DFARS Subpart 212.70, seeks solutions across eight specific topic areas: geophysics and seismology, atmosphere and space, directed energy weapons, nuclear and nuclear-related materials analysis, materials modeling and analysis, enterprise-wide integration and architecture modernization, enterprise asset and lifecycle management improvements, and high-performance secure cloud computing and DevOps solutions. Awards may be granted as traditional contracts or other transactions under 10 U.S.C. 4022, with all acquisitions treated as commercial items. The solicitation employs a two-phase selection process based on technical merit, importance to agency programs, and funding availability. In Phase I, offerors submit a quad chart and a white paper of no more than five pages for peer or scientific review. Only invited offerors proceed to Phase II, which requires a detailed technical proposal, a statement of work, and a price proposal. Proposed projects must not exceed a five-year period of performance, with an estimated start date approximately 90 days after proposal submission. Evaluation emphasizes the technology readiness level (TRL) of the proposed solution, and the government maintains strict confidentiality and non-disclosure protections for all proprietary data and source selection information.

DARPA's Commercial Solutions Opening (DCSO) for Commercial Strategy
Solicitation # HR001126RE007
The Defense Advanced Research Projects Agency (DARPA) is soliciting Commercial Solutions Proposals (CSPs) under solicitation HR001126RE007 to transition DARPA-funded research and development into practical military and civilian capabilities. A central component of this effort is the Embedded Entrepreneurship Initiative (EEI), which aims to pair technical performer teams with experienced business talent to accelerate commercialization, reduce business risk, and attract private investment. The program focuses on developing value propositions, conducting competitive and techno-economic analyses, and creating comprehensive commercialization and intellectual property strategies. Offerors may also propose an optional Minimum Viable Product (MVP) plan to demonstrate utility and market entry. The government may award either a fixed-price FAR-based procurement contract or an Other Transaction (OT) for Prototypes under 10 U.S.C. 4022. While there is no formal ceiling, DARPA highly encourages base proposals to be limited to 350,000 dollars or less to expedite the evaluation and award process. Proposals are evaluated based on their potential contribution to the DARPA mission, commercialization readiness, and price fairness, though they are not ranked against one another. Key requirements include the identification of a qualified Embedded Entrepreneur as the sole key personnel, registration in the System for Award Management (SAM), and maintenance of CMMC Level 1 certification. All proposals must be submitted in unclassified format to DARPACSO@darpa.mil by April 30, 2027.

REQUEST FOR INFORMATION (RFI) The USD Defense Pricing and Contracting, Acquisition Policy & Innovation (AP&I) is seeking information from industry, especially small and non-traditional business to assist with development of a Congressional briefing on Software as a Service. THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS (RFP). NO SOLICITATION IS AVAILABLE AT THIS TIME. The Senate Armed Services Committee (SASC) requested a briefing from the DoD on the current state of acquisition of SaaS products and services in the DoD. The request specially asked the DoD to solicit feedback from small businesses and nontraditional vendors in the software market. This RFI is the primary method being used to solicit that feedback. GENERAL The DoD follows the National Institute of Standards and Technology (NIST) which defines Software as a Service (SaaS) as - The capability provided to the consumer is to use the provider's applications running on a cloud infrastructure. The applications are accessible from various client devices through either a thin client interface, such as a web browser (e.g., web-based email), or a program interface. The consumer does not manage or control the underlying cloud infrastructure including network, servers, operating systems, storage, or even individual application capabilities, with the possible exception of limited user-specific application configuration settings. We are seeking your input on the three questions to be addressed in the briefing: Identify the value propositions that SaaS might provide for the Department if fully leveraged. Examine how SaaS is treated in software acquisition policy, including whether there is a standardized definition and, if there is, how that definition is integrated into contracting policy and training. Identify whether there is a bias in policy or other cultural factors in the Department impeding SaaS delivery models or products. RESPONSE GUIDELINES Interested parties are requested to respond to this RFI with a word or pdf document. Submission can address one or more of the questions. Any proprietary information should be minimized and CLEARLY MARKED. Oral communications are not available at this time. SAM.gov will be the sole repository for all information related to this RFI. Vendors who wish to respond to this RFI should send responses via email no later than March 22, 2024, at 4PM CST to Kristen Abbott at kristen.m.abbott2.civ@mail.mil. The Government will not reimburse companies for any costs associated with the submissions of their responses. QUESTIONS Questions regarding this announcement shall be submitted in writing by e-mail to Carmelyn Anne L.G. Bryan at carmelynanne.bryan.civ@mail.mil, and Kristen Abbott at kristen.m.abbott2.civ@mail.mil. Verbal questions will NOT be accepted. Answers to questions will be posted to SAM.gov. The Government does not guarantee that questions received after March 18, 2024 at 4PM CST will be answered. The Government will not reimburse companies for any costs associated with the submissions of their responses. DISCLAIMER This RFI is not a Request for Proposal (RFP) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals nor will any award be made as a result of this synopsis. All information contained in the RFI is in no way binding on the Government. FAR - 52.215-3, - Request for Information or Solicitation for Planning Purposes, is incorporated by reference in this RFI. This RFI will be the basis for collecting information on capabilities available. This RFI is issued solely for information and planning purposes. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received in this RFI that is marked - Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned nor will receipt be confirmed. National Security Fund Finance (“NSFF”) Program
Solicitation # WHSAD0819
The National Security Fund Finance (NSFF) Program, issued by the Office of Strategic Capital under the Department of War, is a fund-level financing initiative designed to scale private capital investment in critical minerals and materials supply chains vital to United States national security. The program provides credit facilities to qualified, SEC-registered investment fund managers to address gaps, shortages, and vulnerabilities in these supply chains. By combining government loans with private capital, the program aims to act as a force multiplier for national security priorities, specifically targeting the origination of eligible assets such as first lien loans. Qualified fund managers must demonstrate strong alignment with national security objectives, including commitments to reshoring, restricted entity covenants, and the Department of War's ability to direct production output during conflicts. Key financial requirements include maintaining a loan-to-value ratio of 91 percent or less and adhering to specific borrowing base requirements. The program involves a structured fee arrangement, including a one-time initial due diligence and underwriting fee of 100 basis points at closing and draw fees ranging from 150 to 200 basis points. Additionally, the government must receive a right of first offer to purchase portfolio company output or services at market prices for at least 10 years. Proposals are due by November 1, 2026, and must be submitted in four volumes covering firm eligibility, investment strategy, and proposed revisions to terms. Evaluation is based on economic and national security alignment, the firm's proven investment track record, creditworthiness, and the alignment of incentives between managers and the government. All applicants must be registered in the System for Award Management and provide a valid Unique Entity Identifier. Selection is expected by January 10, 2027, with conditional commitments following by March 10, 2027.
