This announcement constitutes Market Research pursuant to RFO Part 10. This is NOT a Request for Quote (RFQ), Request for Proposal (RFP), or Invitation for Bid (IFB). It does not constitute a solicitation and shall not be construed as a commitment by the Government to issue solicitation, award a contract, or pay for any information submitted in response to this notice. Any information provided in your response will be treated as information only and shall not be used as an offer. All responses received will be used for market research and acquisition planning purposes only (e.g., determining commerciality, assessing small business participation and socioeconomic set-asides, identifying available contract vehicles such as GSA Multiple Award Schedules, and refining the Performance Work Statement).

The U.S. Army Corps of Engineers, Little Rock District (The District), is conducting market research to identify qualified commercial providers capable of delivering an integrated executive coaching and leadership-development program for approximately 10–26 senior and mid-level leaders (e.g., division chiefs, branch chiefs, and comparable supervisory personnel).

The District seeks a practical, outcomes-focused leadership solution that strengthens individual and collective leadership effectiveness, including communication, team cohesion, strategic decision-making, accountability, change leadership, and the ability to lead a geographically and functionally diverse workforce. The Government is interested in industry approaches that may incorporate:

1.    Cohort-Based Diagnostic & Interactive Workshops: Initial foundational sessions focusing on human behavior, communication styles, emotional intelligence, and organizational alignment.

2.    Individual One-on-One Executive Coaching: Structured, recurring individual executing coaching for selected leaders.

3.    Strategic Alignment with Commander’s Intent: Facilitation that translates command vision and data-driven management priorities into operational habits and measurable leadership behaviors.

4.    Targeted Assessment & Development Tools: Leadership assessments, feedback, and developmental action planning, as appropriate.

5.    Reinforcement & Sustainment: Follow-on coaching or reinforcement options that sustain learning and enable measurable workplace application.

6.    Flexible Delivery Formats: A logical mix of on-site delivery at the USACE Little Rock District office (Little Rock, AR) and secure virtual sessions.

The Government seeks commercially available approaches that are scalable to the participant population, tailored to the organization’s leadership context, and priced transparently by component (e.g., coaching, group facilitation, assessments, travel, and optional follow-on services). Providers should identify relevant experience delivering comparable executive coaching and leadership-development services to public-sector, military, engineering, construction, or other complex operational organizations. The Government is also interested in identifying available contract vehicles, including General Services Administration (GSA) schedule offerings or other readily accessible vehicles.

Submission Deadline: Responses are due no later than October 30, 2026 at 4:00 pm  CDT.
