Request For Information: Tissue and Cellular Therapy Laboratory Information Management System

The University of Iowa is seeking information from qualified suppliers capable of providing a standardized Laboratory Information Management System (LIMS) for its Tissue and Cellular Therapy program through Request for Information RFI 18597 Addendum 1. The system must support end-to-end traceability of cellular therapy products from donor collection through processing, testing, storage, and transfusion, with real-time HL7 interface capabilities to connect with institutional systems such as Epic EMR, full integration with barcode scanners and label printers, and compliance with AABB, CAP, CLIA, FACT, and FDA regulations. The LIMS must generate ISBT 128-compliant labels with correct check characters and support user-configured printing layouts, including direct integration for 4x4 full face and 2x2 half label formats. Data security requirements mandate FIPS 140-2 validated encryption at rest and in transit, secure key management, and mandatory deletion of all university data within 30 days of contract termination. The system must also meet WCAG 2.1 AA accessibility standards and Revised Section 508 requirements. Submissions must be made exclusively via the eBid system by June 11, 2026, at 3:00 PM Central Time, with a mandatory completed Excel spreadsheet detailing functionality and optional attachments including an itemized quote based on 180 Year 1 products and a projected 15% increase in Year 2. Suppliers are required to provide evidence of insurance coverage including $1 million each in Cyber Liability, Professional Liability, Employment Practices Liability, Commercial General Liability, and Umbrella Liability, with the University and State of Iowa named as additional insureds. Contractors must comply with anti-kickback statutes, prohibit lobbying under the Byrd Amendment, avoid exclusion from the EPLS, and adhere to affirmative action and non-discrimination obligations under federal regulations. Data privacy rules require immediate reporting of security vulnerabilities to the University's IT security team, and all procurement records remain subject to Iowa Public Records Law.
