Solicitation # SCC-26-018-BFI
The State Corporation Commission of Virginia, through its Bureau of Financial Institutions, is soliciting proposals under solicitation number SCC-26-018-BFI to establish a contract for a real-time, Internet-accessible short-term lending database solution. This system will be utilized by the Commission and all Virginia short-term lending licensees to perform real-time borrower eligibility verification, manage loan-level data, and generate analytics on loan activity and database usage. The solution must comply with regulatory standards including 10VAC5-200-110 and statutory FOIA exemptions under section 6.2-1810(B), and the supplier may be required to provide SOC 2 or ISO 00 certifications. The selection process is based on the best proposal, evaluated across five key factors: technical response, implementation approach, supplier experience, subcontracting plans, and total cost analysis. Awardees must maintain specific insurance coverages, including at least $1,000,000 per occurrence for Commercial General Liability and $100,000 per employee for Employer's Liability. Proposals are due by November 20, 2026, and must include detailed financial documentation, such as audited statements for the last three fiscal years and a D&B Business Report. The contract includes a rigorous acceptance process with a thirty-business-day review period for deliverables and a minimum ten-business-day acceptance testing period following deployment.

Full Description

Federal Student Aid (FSA) hereby submits this Request for Information regarding transferring the Health Education Assistance Loan (HEAL) applications from their current location at Health and Human Services (HHS) to the Contractor's servicing system, which will host these applications on behalf of FSA. The information in this document is intended to be an estimate based on Federal Student Aid's incomplete requirements at the time this Request is given. This is not a binding offer by FSA for the performance of work, and will not be used as a basis for binding contractual negotiations. There is pending legislation for the transfer of the Health Education Assistance Loans (HEAL) [as authorized by Section 701-720 of the Public Health Service Act] from HHS to FSA that would consequently require the transition of the software that manages these loans. There will likely be a need for FSA to host and support the applications should that happen. FSA would like to obtain an estimate of the cost associated with transferring and hosting the application in a similar configuration on the Contractor's servicing system. Please note the deadline for responses has changed to April 1, 2011, at 5:00PM EST. All questions regarding this RFI should be forwarded to Nicole O'Neal, and no other member of the FSA or Department of Education staff should be contacted. Thank you.
