SUBJECT


Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the C-5 Hydraulic Motor , NSN 165004866297/ Part Number MPHF1-152-1B and C-5 Screw Drive Motor, NSN 1650000600548/  Part Number MF36-3909-30ZES671-3. The Purchase Request number is FD20602600074.


ITEM DESCRIPTION


The Power Transfer Unit and Screw Drive Motor are used on the C-5 Galaxy aircraft which are military transport aircraft. 


The Power Transfer Unit, (NSN 1650004866297) is two hydraulic motors connected together and is used to enable the transfer of power from a lightly loaded hydraulic system to a heavily loaded system, thereby making more efficient use of the total hydraulic power capabilities. The units may also be used to pressurize a system that is not pressurized due to engine or hydraulic pump failure. The PTUs allow a pump (engine or Air Turbine Motor driven) to supply power to an adjacent hydraulic system without fluid transfer between the systems. The PTUs are installed between hydraulic systems No.1 and No. 2, between hydraulic systems No. 2 and No. 3, and between hydraulic systems No. 3 and No. 4.


The Screw Drive Motor, NSN 1650000600548 is used on the C-5 Pitch Trim Actuator, which is a critical flight safety component.  The screw drive motor is located at the top of the actuator. It consists of a hydraulic valve manifold and hydraulic motor, which drives the screw through a gear train. During operation of the nut drive, rotation of the screw is prevented by the screw drive hydraulic brake and by the screw directional control valve which, when in neutral restricts hydraulic flow through the screw drive motor.


IMPEDIMENT TO COMPETITION


The original equipment manufacturer for these items is Eaton Aerospace LLC (Cage Code: 62983), which maintains its proprietary manufacturing data for these items.  The Government does not own manufacturing data packages to release to potential vendors in support of this requirement. These items are not commercial items and therefore there are no commercial product sheets, manufacturing test data, support manuals, etc. available for manufacture.


As a result, Eaton Aerospace LLC (Cage Code: 62983) is the only known source with adequate knowledge of the Hydraulic Motor and Screw Drive motor performance requirements and possession of the required technical data and capabilities needed to produce these items and ensure compatibility of the equipment. 


INTEREST


The DLA/AWB Contracting Office intends to award a sole source contract to Eaton Aerospace LLC. for the production of the Power Transfer Unit and Screw Drive Motor.
