REQUEST FOR LEASE PROPOSALS FOR OFFICE SPACE IN CHARLESTON COUNTY FOR THE SOUTH CAROLINA VOCATIONAL REHABILITATION DEPARTMENT

The South Carolina Department of Administration, Real Property Services, is soliciting gross lease proposals for office space in Charleston County to support the South Carolina Vocational Rehabilitation Department. The expected occupancy date for the facility is September 1, 2027. Proposals must be submitted in writing via mail or email by 4:00 PM on November 5, 2026. To be eligible, respondents must submit the FMPS-202E proposal form, a proposed floor plan, and the FMPS-202C acknowledgment form regarding specific South Carolina Code of Laws and Regulations. Landlords organized as LLCs or partnerships may be required to disclose all partners or members prior to lease negotiations. The procurement requires a gross lease structure that includes all operating expenses, such as utilities, janitorial services, grounds maintenance, repairs, taxes, and insurance. Proposed rates should be provided for lease terms of 3, 5, 7, or 10 years, including cost options with and without landlord-provided workstations. Technical requirements include full ADA compliance at the landlord's expense, CAT-6 certified cabling meeting TIA/EIA-568 and ANSI/ICEA standards, and isolated ground receptacles for computer equipment. All square footage must be calculated according to the ANSI/BOMA-Z65.1-1996 standard. Award decisions will be based on cost analysis, responsiveness to requirements, and space efficiency. All communications must be directed exclusively to Real Property Services, as direct contact with the Vocational Rehabilitation Department will result in automatic disqualification.
