The State of Missouri, through the Statewide Real Estate Leasing Services, is soliciting proposals for 3,000 net rentable square feet of leased office space located within the city limits of Joplin, Missouri, or south of 32nd Street in Newton County. The facility will accommodate five employees, including an Administrative Law Judge and Docket Clerks, and must feature five workstations, unisex staff and public restrooms, and 7 to 10 parking spaces, including one accessible space. The target occupancy date is November 1, 2026. The lease term is for one year with four one-year renewal options and three subsequent two-month extension periods. Award selection is based on a weighted evaluation where 75 percent of the score is attributed to the lowest price and 25 percent to the best overall proposal. Subjective points are available for properties certified on the Historical Register or located in Specialized Districts, and bidders are required to provide a detailed presentation to be eligible for these points. Technical requirements include compliance with the International Building Code, ADAAG, and NFPA 101 standards, as well as the submission of a Phase I Environmental Site Assessment and certified inspections for lead-based paint and asbestos. Proposals must be submitted exclusively through the MissouriBUYS eProcurement system by October 20, 2026, at 1:30 p.m. using the mandatory Proposal Form. Bidders must provide a bid bond or cashier's check payable to the State of Missouri. Preference is given to service-disabled veteran businesses that are at least 51 percent owned and controlled by service-disabled veterans. Janitorial personnel provided by the lessor must undergo MSHP fingerprint background checks and sign confidentiality oaths. Acceptance of the premises is contingent upon a Certificate of Conditional Acceptance issued by the FMDC following on-site inspections.
