D-1 Aircraft Hangar Lease

The City of St. Joseph, Missouri, is soliciting proposals for the lease of the D-1 Aircraft Hangar located at Rosecrans Memorial Airport, specifically at 150B NW Rosecrans Road. The facility is approximately 2,640 square feet, featuring a 2,500 square foot main area and a 140 square foot restroom and store area with washer and dryer hookups. The lease includes a 10-foot land buffer surrounding the structure and potentially an adjacent automobile parking area. This is a month-to-month lease agreement that can be terminated by either party with a 30-day written notice. The successful lessee will be responsible for utility services, future connections, and the maintenance of the areas outside the facility. Proposals must be submitted electronically through the City of St. Joseph's bidding system by November 3, 2026, at 3:00 PM CT; paper, emailed, or faxed submissions will not be accepted. Required documentation includes a proposal detailing the nature of the business operation, the proposed rent amount based on fair market value, and a completed W-9 form. The facility must be used exclusively for aeronautical purposes, such as aircraft storage and maintenance, in accordance with STJ airport minimum standards and FAA regulations. Applicants must pass a federal personal background check and maintain comprehensive insurance, including Aircraft/Aviation Commercial General Liability, Commercial General Liability, and Automobile Insurance. Additionally, vendors receiving awards of $100,000 or more must certify they are not suspended or debarred under Federal OMB rules.
