X1DB--Santa Cruz Outpatient Clinic, New Procurement Lease Package
Solicitation # 36C24W26R0077
The Department of Veterans Affairs, through the Regional Procurement Office West, is soliciting proposals under Request for Lease Proposal No. 36C24W26R0077 for the procurement of a new outpatient clinic in Santa Cruz, California. The requirement is for a medical facility consisting of 13,000 to 15,500 ABOA square feet, with specific design and space planning criteria detailed in the Agency Specific Requirements. The government is seeking offers for either existing space, which must be ready for occupancy within 12 months of award, or new construction, which must be ready within 18 months. Offerors must provide pricing for two lease term scenarios: a 15-year firm term with a 20-year full term, or a 20-year firm term. The award will be based on a best value tradeoff process where technical factors, including architectural design, site characteristics, sustainable design, and offeror qualifications, are significantly more important than price. Proposals must be organized into four distinct volumes, with pricing strictly limited to Volume II. Key compliance requirements include adherence to the Davis-Bacon Act for prevailing wages, Facility Security Level II standards, and Green Globes certification for new construction. The initial offer due date was extended via Amendment No. 1 to October 26, 2026, at 5:00 PM PDT. Interested parties must coordinate with the designated broker, ISI Professional Services, to obtain the full Agency Specific Requirements package and submit all required certifications, including socio-economic status and seismic compliance forms.
