REQUEST FOR LEASE PROPOSALS FOR OFFICE SPACE IN FLORENCE COUNTY FOR THE SOUTH CAROLINA DEPARTMENT OF CHILDREN’S ADVOVACY

The State of South Carolina, through the Department of Administration’s Real Property Services, is soliciting lease proposals for approximately 4,100 rentable square feet of office space in Florence County to house the South Carolina Department of Children’s Advocacy – Guardian Ad Litem. Proposals must utilize the mandatory Standard State Lease form and be submitted using the FMPS-202E form alongside a detailed proposed floor plan, with all submissions due by August 10, 2026, at 4:00 PM. The lease must be a gross lease structure, meaning the landlord is responsible for all operating expenses including utilities, janitorial services, maintenance, property taxes, and insurance, and proposals that include any pass-through of cost increases or non-standard lease terms will be disqualified. The space must be fully ADA-compliant, equipped with certified CAT-6 cabling and fiber optic infrastructure to support VOIP, 24/7 HVAC operation, 23 paved and lighted reserved parking spaces, and secure building access systems, with the landlord permitting tenant-installed security cameras and code locks at tenant expense. Space measurements must adhere to ANSI/BOMA Z65.1-1996 standards, and the proposed layout must demonstrate efficient utilization with specific room allocations including eight private offices, seven workstations, two break rooms, a conference room, a copy room, and a storage closet. All proposals must include the FMPS-202C acknowledgment of compliance with applicable South Carolina codes and, if the landlord is an LLC or partnership, a complete disclosure of all owners across every tier. The estimated occupancy date is February 26, 2027, with lease term options of 3, 5, 7, or 10 years, but no specific contract duration is guaranteed at this stage. Evaluation will follow a Low Price Technically Acceptable approach, prioritizing responsiveness to mandatory technical and financial requirements before price, with non-compliance resulting in automatic elimination. No formal FAR clauses, COR/COTR identifiers, or funding account codes are included; the process relies entirely on state-specific forms and legal requirements.
