AI Contract Overview

The contract involves a one-time environmental management service across all NYS counties, focusing on invasive plant control and vegetation management. The work is scheduled for late fall, starting in early to mid September, and includes treating a large, approximately 20-acre patch of Japanese barberry with approved herbicides such as glyphosate or triclopyr, using methods like foliar backpack/UTV spray, targeted drone application, or cut stem techniques. The herbicide application must be performed by a licensed technician. Following herbicide treatment, after November 1st, the contractor will mow 118 acres of shrubland and woodland areas with equipment such as skid steer mulchers, hydro-axes, or excavator mulching heads. The mowing aims to reduce small diameter trees, primarily aspen, beech, and birch, up to 5 inches DBH, with crowns cut to ensure no branches exceed 3 feet in height, leaving all vegetation on-site as fuel for prescribed burns. All equipment used must be thoroughly cleaned and power washed before arriving on-site, with costs for equipment cleaning included in the per-acre pricing. Bidders are required to submit separate quotes for herbicide application and mowing services, with detailed pricing per acre. The project includes the provision of geo-referenced site maps, and a pre-bid site visit is scheduled for August 28th at 8 AM at 110 Old Bend Road, Gansevoort, NY. The contract is for a single service, with a response deadline of September 12, 2025, and the awarded contractor must comply with all specified conditions, including equipment sanitation and adherence to environmental standards. The project is managed by the NYS Office of Parks, Recreation & Historic Preservation, and the solicitation emphasizes the importance of licensed herbicide applicators and environmentally responsible vegetation management practices.

In late fall (early-mid September): Treat a large patch (approximately 20 acres) of Japanese barberry with glyphosate or triclopyr products. The work can be done using foliar backpack/UTV tank spray, a targeted drone, or cut stem application. Work must be done by a licensed herbicide applicator/technician.   Following this treatment, and after the 1st of November: With a skid steer drum mulcher, excavator mulching head, hydro-axe, or similar equipment, mow 118 acres of shrubland vegetation and woodland areas with small diameter trees (mostly aspen, beech and birch). Trees up to 5 inches dbh would require mowing unless specifically indicated on the site map, and crowns should be mowed down enough so that no branches are more than 3 ft above the ground upon completion. All vegetation should be left on site (NOT mulched to chips) to serve as fuel for future prescribed fires. Vegetation should generally be mowed no higher than 4 inches above the ground.   Quote should include cost of service per acre and be calculated separately for mowing and herbicide work. All equipment must be power washed and cleaned of all weed seeds before coming on site (power washing and transport of equipment should be factored into the per acre quote). Geo-referenced site maps will be provided. A pre-bid site visit will be offered on Thursday, August 28th at 8AM in the parking lot of 110 Old Bend Road (recommended to all potential bidders).   Service-Disabled Veteran-Owned Set Aside: No Due date:09/12/2025 12:00 PM Contract term: One time service.
