The Texas Comptroller of Public Accounts is soliciting offers for the Chainbridge PolicyLinks System, an economic modeling platform designed to generate multi-tax revenue and tax incidence estimates for the State of Texas. The solicitation, numbered 304-26-0274SH and issued on May 15, 2026, requires respondents to provide a fully operational software system that includes licensed economic models for household tax incidence, sales and use tax, franchise tax, property tax, and tax incidence analysis, all delivered under a firm-fixed-price structure with an initial contract term of one year beginning September 1, 2026, and up to three optional one-year renewals. Offers must include all costs for software, maintenance, training, technical support, and delivery, with pricing submitted via a mandatory price sheet and all submissions required to be sent electronically via email by June 1, 2026, at 2:00 p.m. Central Time. Evaluation will focus on experience and past performance, including organizational qualifications, relevant project history, key personnel resumes, and a robust quality control plan that ensures data accuracy, version control, defect tracking, and compliance with CPA’s functional and security standards, though no formal scoring weights or rating criteria are specified, suggesting a trade-off approach where technical merit may outweigh price. The contractor must perform all work in Texas, deliver the system to CPA’s Austin-based facility, and conform to stringent data security, media sanitization, disaster recovery, and legal compliance requirements aligned with NIST 800-88, Texas state law, and federal regulations, while also submitting a VetHUB subcontracting plan and disclosing any conflicts of interest, pending legal actions, or proprietary limitations. Only electronic submissions in Word, Excel, or PDF format are accepted, and failure to meet submission instructions or include required documentation such as the Unique Entity ID, completed execution forms, or quality control plan will result in rejection. The acquisition is not set aside for any specific small business category but encourages participation from all qualified vendors, including Texas-owned businesses and veteran-owned firms eligible for state socioeconomic preferences, with the Comptroller retaining full discretion to award or decline the contract based on best value to the state. Contract administration will be managed through Samantha Hartman as the primary point of contact, with Bridget James serving as the agency coordinator for post-award matters, and payments processed via the CPA’s Accounts Payable Section using standard state procurement protocols under the Texas Prompt Payment Act.
