Request for Pre-Qualification (RFPQ) 26-05 Eating Disorder Treatment Services

The Alameda County Behavioral Health Department (ACBHD) is issuing Request for Pre-Qualification (RFPQ) 26-05 to establish a pool of qualified contractors to provide specialized Eating Disorder (ED) treatment services. These services are intended for clients who require a higher level of care than outpatient treatment and include modalities such as residential treatment, partial hospitalization programs (PHP), intensive outpatient programs (IOP), and transitional housing support. The clinical scope follows DSM-5 definitions, covering Anorexia Nervosa, Bulimia Nervosa, Binge Eating Disorder, Avoidant/Restrictive Food Intake Disorder, and Other Specified Feeding or Eating Disorder. The County intends to award Services as Needed (SAN) contracts for a term of one or more years, with an initial sixty-day performance evaluation period. To qualify, bidders must have at least one year of experience providing ED treatment to the priority population. Specific licensing requirements apply, including California Department of Social Services or Department of Public Health licenses for residential programs, and California licensure for telehealth staff. All programs must provide monitoring by a licensed dietician and medication support from a licensed prescriber or psychiatrist. Bidders must submit a comprehensive response packet by 2:00 pm on November 5, 2026, including a six-page proposal in PDF format, an Excel budget worksheet, and a detailed staff list. Evaluation is based on meeting qualification criteria and budget realism. Preference may be given to certified Small Local Emerging Businesses (SLEB) or local Alameda County bidders. Payment is issued within thirty days of satisfactory service delivery and receipt of a valid invoice.
