All contractors must comply with federal, state, and local labor laws, including the federal minimum wage, and operate under NAICS code 623220 for residential mental health and substance abuse facilities, with a size standard of $15 million in annual revenue. The government is evaluating potential vendors’ capabilities, size classifications—such as SDVOSB, VOSB, 8(a), small disadvantaged, woman-owned, or large business—and their alignment with the program’s goals. Responses are not bids but market research inputs to inform future procurement decisions, and all submissions must be sent via email to the designated point of contact by the stated deadline. The contract will be awarded at the government’s discretion, with performance based on individualized veteran treatment plans developed in coordination with VA case managers and monthly menu approvals.
