About the City The City of Lake Forest is located in southern Orange County, California, in the area commonly referred to as the Saddleback Valley, with a population of approximately 85,000. It is the County's thirty-first city and the second largest city within the Saddleback Valley, encompassing 16.6 square miles. The City of Lake Forest's fiscal year begins on July 1 and ends on June 30. The City was incorporated in 1991, operates under the Council/Manager form of government and is considered a contract city. The five members of the City Council are elected by district. They serve staggered four-year terms, with the Mayor being selected annually from among the Council Members. Project Description REQUEST FOR PROPOSAL FOR LANDSCAPE & PARK MAINTENANCE SERVICES FOR SPORTS COMPLEX FACILITY The Lake Forest Sports Park/Complex (LFSP) is a 86-acre Sports Park and Recreation Center that opened in November 2014. The park itself covers 86.2 acres with 57 acres devoted to sports fields and a multi-functional recreation center. The featured amenities include: 5 baseball/softball diamonds, 100,000 square feet of common ground turf area for community events, 230,000 square foot natural grass area for organized sports, outdoor exercise equipment, 2 synthetic turf soccer fields, 2 outdoor basketball courts, 8 gazebo picnic structures, and 2 playgrounds/tot lots with a mix of engineered wood chips and resilient rubber surfaces and play equipment. The scope of work at LFSP includes: regularly scheduled landscape maintenance; managing the City's irrigation system; landscape repairs; emergency responses; aerating; dethatching; over-seeding all turf grass; tree management; refilling of dog waste bags, support for community events, backflow repairs and certification; and, providing pest and rodent control. The services are for three years with two additional one-year options to extend the contract. The City anticipates awarding a contract with an initial term of January 1, 2027 to December 30, 2029 . If the parties are unable to reach an agreement, the City, at its sole discretion, will not move forward with the renewal option and shall re-procure the work. The maintenance includes a contingency of $50k per year, or $150k for the three-year contract, for extra work and emergency repairs. The contractor will be responsible to utilize the City's work order/asset management software for this project. The City utilizes Vue Works for its work order software. Contractor will be required to provide their staff with adequate electronics to utilize the software with no additional compensation provided by the City.
