Request for Proposal-TA- Financial Advisory Servic

The Chickasaw Nation is seeking a Financial Advisory Service Provider to support the SSBCI Capital Access Technical Assistance Program, primarily serving Chickasaw-owned, very small business, and socially and economically disadvantaged businesses in Oklahoma. The selected provider will deliver specialized financial advisory consultations on an hourly basis and conduct quarterly classroom-style seminars across various Oklahoma locations, including Duncan, Oklahoma City, Ardmore, Ada, and Thackerville. Key deliverables include financing readiness assessment reports, capital access strategy plans, financial modeling, business plans, and investor presentations, as well as facilitating referrals to state and federal programs. The program is administered through the Capital Access Division of the Department of Treasury and is governed by 2 CFR Part 200. The contract involves an estimated aggregate of 2,000 consulting and training hours with a performance period ending September 9, 2029. Proposals are due by September 14, 2026, and will be evaluated based on qualifications, alignment with the scope of work, the quality of the work plan, and budget value. Only consulting and training hours are billable, while administrative hours are excluded. Travel costs must be itemized separately, and training material costs must be integrated into the hourly rate. Award is conditioned upon the contractor's continued eligibility in the System for Award Management and compliance with federal non-discrimination and labor standards. Invoicing is conducted monthly with net 30 payment terms.
