The City of North Charleston has issued a Request for Proposals (RFP) under solicitation number NC-21-25, seeking qualified consulting firms to develop a comprehensive Safety Action Plan aimed at reducing traffic fatalities and improving roadway safety within the city. The project, issued on August 20, 2025, with proposals due by September 25, 2025, involves analyzing traffic safety risks, prioritizing cost-effective safety measures, and preparing an implementation grant application to secure federal funding, potentially through the FHWA’s Safe Streets & Roads for All program. The plan must align with the U.S. Department of Transportation’s National Roadway Safety Strategy and incorporate a Safe Systems Approach to achieve the federal goal of zero roadway deaths. North Charleston faces significant safety challenges, being the deadliest city to travel in South Carolina with 114 traffic fatalities from 2018 to 2022, and a high proportion of residents experiencing transportation disadvantages, including limited access and high transportation costs. The city has initiated or completed multiple road safety audits in key areas such as Ashley Phosphate Road, Dorchester Road, and Remount Road, and regional efforts are underway through collaborations with SCDOT, BCDCOG, and neighboring municipalities to develop safety strategies. Proposals must be submitted in sealed hard copies, including one original, five copies, and an electronic version, to the City’s Procurement Department, with detailed submission instructions provided. The contract size is estimated between $500,000 and $1,500,000, reflecting the scope and importance of the safety initiative.

Solicitation Number: NC-21-25 Title: Request For Proposals for Comprehensive Safety Action Plan – City of North Charleston Issue Date: Wednesday, August 20, 2025 Proposal Due Date: Thursday, September 25, 2025, by 2:00 P.M., Eastern Standard Time Questions and Answers End Date: Friday, September 12 , 2025, by 4:00 P.M., Eastern Standard Time
The City of North Charleston is seeking proposals from qualified consulting firms to develop a comprehensive Safety Action Plan and corresponding implementation grant application. The Plan will analyze traffic safety risks, prioritize cost-effective safety countermeasures, and position the high-priority projects for implementation funding. The implementation grant application will combine one or more high-priority projects to request funding from FHWA’s Safe Streets & Roads for All (SS4A) program or another similar federal funding program. The Action Plan must meet the FHWA’s “Components of an Action Plan”, as identified on their website. The selected consultant will ensure the Plan aligns with the U.S. Department of Transportation’s National Roadway Safety Strategy and the federal goal of zero roadway deaths using a Safe Systems Approach.   BACKGROUND: North Charleston is the deadliest city to travel in South Carolina. Between 2018 and 2022, there were a total of 114 traffic fatalities in the City of North Charleston, ranking first among all South Carolina cities. This corresponds to a fatality rate of 19.70 per 100,000 people over that period. These safety outcomes are compounded by equity issues. According to USDOT’s Equitable Transportation Community (ETC) Explorer, 84,600 (61%) North Charleston residents are considered disadvantaged. This includes 16% of North Charleston residents who meet USDOT’s definition for limited transportation access and 56% who meet USDOT’s definition for transportation cost burdened. To help address these safety issues, SCDOT and the City of North Charleston have recently completed, in-progress, or will soon start road safety audits for the following areas:    Ashley Phosphate Road  Dorchester Road  Remount Road  Tanger Outlet Mall  University Boulevard   In addition, the Berkeley-Charleston-Dorchester Council of Governments (BCDCOG) is currently developing a regional safety action plan, Charleston County is integrating its Computer-Aided Dispatch (CAD) system with neighboring counties via SS4A funding, and the neighboring jurisdictions of Charleston and Summerville are working on municipal safety action plans.   Contact: City of North Charleston 2500 City Hall Lane North Charleston, SC 29406 Attn: Willie Atienza, NIGP-CPP, CPPB Procurement Department +1 (555) 000-0000 contact@example.gov   Submission Information: Proposals must be submitted by mail or personally delivered by sealed hard copy marked on the outside with the Proposal number and name at City of North Charleston, City Hall, (3rd Floor), c/o Procurement Department, Attn: Willie Atienza.
