REQUEST FOR PROPOSALS FOR ESTABLISHING A POOL OF QUALIFIED DEVELOPERS FOR FUTURE OPPORTUNITIES AS A CO-DEVELOPER PARTNER

The Housing Authority of Pompano Beach is issuing RFQ 2026-01 to establish a pool of prequalified co-developer partners for future affordable housing opportunities in Pompano Beach, Florida. The scope of work includes the planning, design, construction, and management of various projects such as rental housing, homeownership development, assisted living, and mixed-finance communities. Selected developers will be responsible for securing funding, conducting market and technical feasibility studies, and ensuring all developments meet private market quality standards while remaining indistinguishable from market-rate units. All work must comply with HUD regulations, Fair Housing laws, the Davis-Bacon Act, and accessibility standards including UFAS and Section 504, which require specific percentages of units to be accessible for mobility and visual impairments. This is a Request for Qualifications process, meaning no pricing is submitted at this stage; instead, pricing will be negotiated with top-rated proposers for specific future projects. Proposals will be scored out of 100 points based on the respondent's experience with mixed-finance developments and LIHTCs, staff capability, proposed ownership and fee structures, implementation methodology, financial risk commitment, and efforts to meet MBE/WBE and Section 3 goals. Interested firms must submit one original, multiple copies, and a USB drive of their proposal by November 5, 2026, at 3:00 P.M. Required documentation includes organizational certifications, a non-collusive affidavit, lobbying certifications, and proof of comprehensive insurance coverage including professional liability and worker's compensation.
