Request for Proposals (RFP) for Disaster Recovery Management Services including Application Development, Grant/Program Management and Other Related Services JULY 2026

OVERVIEW: Lafourche Parish Government (LPG), on behalf of itself and all political subdivisions related to parish government and welfare, is soliciting proposals from qualified firms to perform disaster recovery program management services, including but not limited to application development; management of awarded grants or other programs compliance requirements, deliverables, procurement, contractors, deadlines, records, and requests from funding agencies; management of local funding and insurance proceeds; assistance with individual damage assessments for homes after any disasters; debris removal coordination; and other obligations as mutually negotiated to be included in contract requirements. These projects may be tied to any natural or man-made disaster that affects the residents of Lafourche Parish, including but not limited to storm damage, wind damage, sink holes, tornados, floods, oil spills, and etc., whether the disaster has previously occurred or has yet to occur. Proposals should be focused on possible services offered and should include clear descriptions and examples of any services indicated. As possible projects may be in any part of Lafourche Parish or directed by one of many connected political subdivisions, proposers should note the ability to manage projects the length of the parish and the ability to work with multiple sublevels of government organization (such as fire districts or recreation districts) Funding sources can include but are not limited FEMA Public Assistance (PA), FEMA Hazard Mitigation Grant Program (HMGP), FEMA Category Z – Management Costs, HUD Community Development Block Grant – Disaster Recovery (CDBG-DR), HUD Community Development Block Grant – Mitigation (CDBG-MIT), state disaster recovery funds, local funds and insurance proceeds, and any other related federal or state funding source. Strong proposals will have clear illustrations of a wide and extensive range of experience with diverse funding sources and programs and the laws and regulations governing participation and compliance with these programs. Proposers should expect that the contract will be task based and time limited rather than tied to a particular grant or disaster. Proposers should expect terms of the contract will last until December 31, 2027, unless extended by mutual consent of both LPG and proposer.
