Request for Proposals: Streetscape and Fa ade Planning and Implementation Services

The Moss Point Main Street Association is inviting proposals for project planning and management services to advance a comprehensive streetscape and façade enhancement project in Moss Point, Mississippi. This initiative is funded by the Mississippi Main Street Revitalization Grant Program through the Mississippi Department of Finance and Administration, supported by the American Rescue Plan Act of 2021. The primary objective is to draft a detailed plan that will guide future construction efforts to rejuvenate the community's appearance and functionality. The contractor will be responsible for creating an all-encompassing activity plan, integrating community input to produce a final site and engineering plan ready for construction and procurement. The scope includes designing and preparing installation plans for streetscape and façade modifications at specific locations in Moss Point, aligned with existing city development strategies and recommendations from previous studies like those from the USDA Rural Partners Network and HOK Planning Group. Deliverables will cover community engagement, timeline development, site inventories, compliance with city regulations, and plans for improved walkability and business accessibility. The contractor is expected to identify a catalyst zone for enhancement, propose streetscape amenities such as public art and lighting, and offer digital renderings to scale. The project must also consider potential future grant-funded projects and include a comprehensive documentation of implementation costs. The expected completion timeline for the project activities is six months from the contract's commencement, with subsequent initiative phases slated to begin in Summer 2025.
