The City of Raleigh is seeking qualified firms to provide construction materials testing and special inspection services alongside environmental investigation, monitoring, and compliance support for the Raleigh Convention Center Expansion project. This qualifications-based procurement, conducted under North Carolina’s Mini-Brooks Act, emphasizes technical expertise and experience over price, with award determined through a trade-off process using five equally weighted evaluation factors: corporate background and experience, financial stability, project understanding, proposed approach, and team qualifications. Proposals must be submitted by August 24, 2026, with a single signed original, two hard copies, and one PDF flash drive, following a strict tabbed format that includes corporate history, financial statements, and references. Offerors are required to submit hourly rate schedules in a separate sealed envelope, which will only be reviewed after technical selection. The solicitation mandates certification of compliance with E-Verify, the Iran Divestment Act, and the Companies Boycotting Israel Divestment Act, alongside submission of licensing documents, insurance proof, and detailed Health and Safety Plans.
