Request for Qualifications - Church Street Park Field Improvements Using the Design-Build Method

The Town of Morrisville is soliciting Statements of Qualifications from qualified Design-Build teams to undertake the design and reconstruction of the Church Street Park Cricket Field located at 5817 Cricket Pitch Way, Morrisville, North Carolina. The project aims to improve field drainage and expand the number of cricket pitches from four to six within the existing footprint, with substantial completion targeted for April 2027 to align with the 2027 playing season. The procurement follows a Design-Build methodology under solicitation number 494-26-0601, issued on June 1, 2026, with proposals due by 2:00 PM Eastern Standard Time on July 9, 2026. Respondents must submit seven sealed copies of their Statement of Qualifications, limited to a maximum of twenty pages excluding a one-page cover letter and reference forms, using 8.5” x 11” paper with font size 10 or larger. The SOQ must be organized into defined sections covering general information, experience, qualifications, project approach, safety management, minority business participation, and conflict of interest assurances. Compliance with the Town’s Historically Underutilized Business (HUB) Program, as detailed in Appendix C, is mandatory, and proposers must provide detailed disclosures regarding any litigation, arbitration, claims, or professional liability issues within the past ten years. Proposals will be evaluated based on a ranked scoring system focusing on general information, relevant experience with sports field upfits, team qualifications, project approach and schedule, and other factors including safety practices, capacity to manage the project without disrupting other Town initiatives, minority business participation, and overall quality and value. Financial and legal compliance and HUB policy adherence serve as mandatory pass/fail gates, with failure resulting in disqualification regardless of other scores. The selection process may include interviews with up to three top-ranked teams to determine best fit, and the award will be made to the most qualified firm based on subjective judgment by the Town. The final contract price, not submitted with the SOQ, will be negotiated after selection and may take the form of a lump sum, cost-plus-fee, or Guaranteed Maximum Price (GMP), with an estimated budget of $3 million approved by the Town Council. Key personnel—including the lead designer, project manager, and construction manager—must be identified and cannot be substituted without prior written approval from the Town.
