The City of North Charleston is issuing a request for qualifications to identify qualified applicants interested in developing affordable housing on surplus parcels owned by the city. These parcels have been deemed unnecessary for essential city services such as public safety, health, recreation, or utilities, and will be made available through a competitive application process. The city intends to donate these parcels by removing land value from project costs, thereby facilitating the construction of affordable housing units that will be deed-restricted to households with incomes ranging from more than 50% up to 120% of the area median income, adjusted for household size. Applicants who plan to complete construction within 36 months of closing can apply for one or multiple parcels, with the goal of increasing housing availability and affordability within the region. The solicitation, identified as NC-09-25, was posted on July 25, 2025, with a response deadline of September 10, 2025. The project scope involves a land transfer process with a contract size estimated between five and fifteen million dollars. The primary point of contact is Willie Atienza, the Director of Procurement, who can be reached via email or phone. This initiative aligns with broader regional efforts to promote affordable housing development, leveraging city-owned land assets to support community growth. The process emphasizes transparency, competitive selection, and timely project completion, with the city actively encouraging qualified developers to participate in creating sustainable, deed-restricted housing options for eligible residents.

Full Description

The City of North Charleston is seeking proposals to construct affordable housing on city-owned surplus parcels. The City of North Charleston has determined that internal departments do not require any of the parcels listed below for essential services (e.g., public health, public safety, recreation, utilities). Therefore, these properties meet the criteria to be designated for affordable housing.
The City of North Charleston aims to increase the availability of housing by making these parcels available through a competitive application process. The City of North Charleston is willing to donate these parcels to qualified applicants by removing land value from the project costs, thus ensuring a certain level of affordability. As a result, these units will be deed restricted for households (comprised of a single person, family, or unrelated persons living together) whose income meets either of the following standards pertaining to the area median income (as adjusted for household size, for the region): 1) more than 50% but at or below 80% 2) more than 80% but at or below 120%. Applicants intending to construct affordable housing within 36 months of closing may apply for one, multiple, or all parcels listed in this RFQ.
