The City of Bismarck Public Works Department is seeking qualified professional engineering firms to provide comprehensive, ongoing engineering services related to the city's landfill operations over a five-year period, with the possibility of a three-year renewal. The scope of work encompasses a broad range of services, including analysis, design, construction support, environmental assessments, site surveys, bidding assistance, and construction administration. Specific projects may involve landfill expansion, site selection for future landfill needs, cell closure, waste and methane gas studies, and feasibility analyses for alternative fuel use, such as CNG collection vehicles. The contract emphasizes collaboration with city staff through periodic meetings to review project progress and solutions, and it requires the selected firm to be capable of providing timely responses and deliverables. Selection of the engineering firm will be based on a comprehensive evaluation of written proposals, which must demonstrate the firm’s technical capabilities, experience, understanding of project requirements, regulatory knowledge, personnel qualifications, and responsiveness. Proposals are limited to 20 pages and must be submitted by October 31, 2025, with six physical copies and one digital version. The process may include interviews, and multiple firms may be recommended for contracts. Compensation will be negotiated based on a negotiated yearly rate schedule, and the agreement may extend up to eight years total, contingent upon mutual consent. The project is managed under the NAICS code 562119, and inquiries should be directed to Gale Nicholson at the City of Bismarck.
