Request For Qualifications No. 26-42, GENERAL CONTRACTOR SERVICES COBBLE MOUNTAIN UNIT 3 TURBINE

The Springfield Water and Sewer Commission is soliciting Statements of Qualifications from General Contractors for the Cobble Mountain Unit 3 Turbine Generator Rehabilitation project located at the Cobble Mountain Powerhouse in Westfield, Massachusetts. This procurement follows a two-step process pursuant to MGL Chapter 149, Section 44D½, where only firms prequalified during the initial Statement of Qualifications phase will be invited to submit bids during a subsequent Request for Bids phase, anticipated to be issued around June 1, 2026. The scope of work includes the disassembly, cleaning, inspection, replacement, rehabilitation, overhaul, reassembly, realignment, start-up, and commissioning of all major turbine and generator components. To be eligible for prequalification, General Contractors must hold a DCAMM Certification in Mechanical Systems with a single limit exceeding the estimated construction cost of 16,500,000 dollars. Additionally, firms must demonstrate the ability to obtain bonding for the full construction cost and provide evidence of experience in implementing similar work of comparable scale and complexity. Statements of Qualifications must be submitted to the Chief Procurement Officer, Edward J. Sweeney, at the commission office in Agawam, Massachusetts, by 2:00 PM EDT on April 15, 2026.
