REQUEST FOR QUALIFICATIONS: ON-CALL PROFESSIONAL ENGINEERING, SURVEYING, ARCHITECTURAL, PLANNING, AND RELATED PROFESSIONAL SERVICES

The Town of Granite Falls, North Carolina, is soliciting Statements of Qualifications to establish a pool of professional firms for on-call municipal services. The scope of work is broad, encompassing civil, water, wastewater, stormwater, and drainage engineering, as well as land surveying, architectural design, and planning and development services. Selected firms will be eligible for Master On-Call Professional Services Agreements for an initial five-year term, with a possible three-year extension at the Town's discretion. This procurement is conducted under North Carolina General Statutes, meaning selection is based strictly on demonstrated competence and qualifications rather than price or fee proposals. The Town intends to select multiple firms across various specializations to provide as-needed support, including infrastructure evaluation, master planning, and construction administration. While selection for the on-call pool does not guarantee a minimum amount of work, the Town will assign specific projects based on the firm's relevant experience, personnel qualifications, and availability, negotiating fair and reasonable fees for each individual assignment. Interested firms must be licensed to practice in North Carolina and provide a Statement of Qualifications limited to 20 pages by the October 16, 2026, deadline. Selected contractors must maintain comprehensive insurance, including professional liability and general liability coverage.
