REQUEST FOR QUALIFICATIONS: ON-CALL PROFESSIONAL ENGINEERING, SURVEYING, ARCHITECTURAL, PLANNING, AND RELATED PROFESSIONAL SERVICES

The Town of Granite Falls, North Carolina, is soliciting Statements of Qualifications from professional firms to establish a pool of qualified providers for on-call municipal services. The scope of work is broad, encompassing civil, water, wastewater, stormwater, and municipal engineering, as well as land surveying, architectural services, and planning and development. Selected firms will enter into Master On-Call Professional Services Agreements for an initial five-year term, with a possible three-year extension at the Town's discretion, for a maximum potential duration of eight years. Selection is based on demonstrated competence and qualifications in accordance with North Carolina General Statutes, specifically excluding price or fee proposals from the initial ranking process. The Town may select multiple firms across various specializations, though selection for the pool does not guarantee a minimum amount of work or compensation. For specific assignments, the Town will evaluate firms based on project-specific qualifications, availability, and experience before negotiating fair and reasonable fees. Qualified firms must be licensed to practice in North Carolina and provide proof of professional liability, commercial general liability, automobile, and workers compensation insurance. Statements of Qualifications are limited to 20 pages and must be submitted by October 16, 2026, to Eric Williams. Evaluation criteria emphasize specialized expertise and the qualifications of key personnel, who are weighted at 20 points in the selection process.
