Request for Qualifications (RFQ) for a Consulting & Professional Services Master Agreement

The County of Los Angeles Executive Office of the Board of Supervisors is soliciting qualified agencies, firms, and individuals to enter into a Consulting and Professional Services Master Agreement (CAPSMA). This master agreement serves as an umbrella contract for a five-year initial term, with the County holding the option to extend for up to two additional one-year periods. To be eligible, vendors must concurrently apply to both the Request for Qualifications (RFQ) and a specific Request for Services (RFS). The CAPSMA itself does not guarantee funding or a minimum volume of work; instead, specific engagements are authorized through subordinate Work Orders that define the scope of work, duration, location, and payment terms, which may be structured as either a time basis or a fixed price per deliverable. The qualification process utilizes several pass/fail gates, including a review of the vendor's organization questionnaire, minimum qualifications specified in the RFS, professional references, insurance coverage, and financial capability. Financial stability is verified through the submission of audited financial statements for the most current and prior two years. Vendors must also provide various certifications, including Community Business Enterprise (CBE) status for minority, women, disadvantaged, disabled veteran, or LGBTQQ-owned businesses. Compliance requirements include maintaining specific commercial general liability, automobile, and workers compensation insurance, adhering to Cal OSHA regulations, and providing first consideration for employment to qualified County employees targeted for layoff or GAIN/START program participants. All invoices require written approval from the County's Work Order Director and are primarily paid via Electronic Funds Transfer.
