The City of Rancho Cordova's Public Works Department is seeking Statements of Qualification from experienced firms capable of delivering transportation planning and engineering services through a multi-year on-call agreement. The city aims to select three or more qualified consulting firms to provide a broad range of services, including traffic analyses, transportation planning, travel demand modeling, traffic safety and signal timing, engineering design, grant support, feasibility studies, plan review, traffic calming, roundabout design, community engagement, staff support, and transit and active transportation planning. Each selected firm will enter into a master agreement for three years, with options to renew for two additional one-year periods, and work will be assigned via task orders based on workload and available funds. The total contract value is estimated between $500,000 and $3,000,000, with the city reserving the right to renew or reissue the solicitation if limits are reached. The procurement process emphasizes a collaborative approach, expecting that the diverse scope of services will be covered by the combined expertise of multiple firms rather than a single entity. This strategy aims to enhance flexibility, distribute workload efficiently, and incorporate multiple perspectives into project delivery. While the contract does not guarantee work, it provides an opportunity for qualified firms to participate in ongoing transportation projects within the city. Interested firms must respond by June 6, 2025, and can obtain further details through the city’s procurement portal or by contacting Austin Miller at the provided email and phone number.

Final contract amounts will be determined based on the anticipated workload over the next budget cycle and the final number of consultants selected. Work will be assigned by issuance of Tasks Orders with agreed upon amounts, charged against the total available funds in the master agreement. Once these limits are reached or may possibly be reached with the next available task order, the City will not issue a task order for that particular contract. Instead, the City will have the option of renewing the existing agreement or issuing a new RFP or RFQ that will be made available to any and all interested firms. The tasks will require a full-service consultant. However, consultants do not need to have expertise in all disciplines listed in this RFQ. It is anticipated the range of services listed above will be covered by combined expertise of various selected firms, and not by any one firm or team. Selecting multiple firms will also provide staff flexibility to distribute workload and seek multiple perspectives. Award of an on-call services contract, in no way guarantees work.
