Request for Quotes (RFQ) for Evaluator Services- Legal Services

Workforce Solutions in McAllen, Texas is seeking three independent evaluators to review, evaluate, and score responses submitted under Solicitation #26-RFP-01-001 for Legal Services, issuing this request through RFQ #26-RFQ-004.1 with a submission deadline of June 17, 2026 at 4:00 p.m. CST. Proposals must be submitted via email to ingrit@wfsolutions.org or delivered in person to 3101 West Business 83, McAllen, TX 78501, and must include a comprehensive qualification package using Attachment K: Response Submittal, along with all required certifications and attachments. These include Certifications regarding Debarment, Conflict of Interest, Drug-Free Workplace, Lobbying, Texas Corporate Franchise Tax, and State Assessment obligations, ensuring compliance with federal and state regulatory standards. The evaluators must demonstrate experience in reviewing legal services proposals, possess a deep understanding of legal service provider capabilities, and maintain objectivity throughout the evaluation process, with a maximum allowable cost of $500 per response and an additional one-time fee of $1,000 for Lead Evaluator duties. Award will be based on a weighted scoring system totaling 100 points, with Demonstrated Performance and Qualifications each carrying 35 points, Response to Scope of Work accounting for 20 points, and Cost for 10 points. Candidates must provide detailed information on past contracts for similar work within the last five years, three professional client references, resumes with relevant education and certifications, and a clear methodology for conducting evaluations. The contract term is one year, with an anticipated start date of June 30, 2026, and performance must occur in Texas. Payment for services will be issued within 30 days of invoice receipt and completion of duties. Contractors must also comply with federal non-discrimination laws, including Title VI, Title IX, Section 504, and the ADA, as well as federal requirements for domestic preference under 2 CFR 200.322. All subawards must include these clauses, and vendors must certify they are not debarred, suspended, or under criminal or civil investigation for fraud or related offenses in the prior three years. No VetHUB certification status will be used in the evaluation process, and all submissions must strictly adhere to format and content requirements without modification to required attachments.
