Request for Services for as needed Public Sector Strategy Consulting Services: CAPSMA-EO-001

The County of Los Angeles, Executive Office of the Board of Supervisors, is soliciting as-needed public sector strategy consulting services to support the Governance Reform Task Force in modernizing the county governance structure and implementing Measure G. To be eligible for a work order, vendors must concurrently respond to both a Request for Qualifications for a Consulting and Professional Services Master Agreement (CAPSMA) and a specific Request for Services (RFS). The resulting Master Agreement has an initial term of five years with two optional one-year extensions, totaling a potential seven-year term. Services are ordered via individual work orders and include strategic leadership, policy analysis, meeting facilitation, and risk evaluation to enhance transparency and accountability within the county governance framework. The selection process utilizes pass/fail gates for minimum requirements, references, financial capability, and insurance, with final awards based on the vendor's personnel and experience. Required submissions include a comprehensive set of exhibits, such as an organization questionnaire, certification of compliance, debarment history, and Community Business Enterprise information. Pricing is submitted via a staffing and pricing schedule using 15-minute billing increments, excluding travel reimbursements. Contractors must adhere to non-negotiable master agreement terms, maintain specific insurance limits for general liability and automobile coverage, and comply with California state regulations, including Cal OSHA and the California Public Records Act.
