FTA Broad Agency Announcement (FY26) -- “Research Initiatives in Support of Safety, Accessibility, and Mobility in Public Transportation
Solicitation # 693195-26-BAA-0001
The Federal Transit Administration (FTA) Office of Research, Demonstration, and Innovation has issued a Broad Agency Announcement (BAA) soliciting applied research projects to enhance the safety, reliability, efficiency, and accessibility of public transportation in the United States. This unrestricted solicitation is open to any responsible source, excluding Federal Government-owned businesses, and encourages teaming and collaboration. The program focuses on technology readiness levels 3 through 6, with a preference for proof-of-concept testing. Research topics include community connectivity, accessibility for automated vehicles, urban rail innovations, ferry safety, and transit safety data analytics. Individual awards typically range from $150,000 to $500,000, and while cost sharing is not mandatory, projects that include transit operator partnerships and cost sharing are preferred. The selection process follows a two-step approach requiring an initial concept paper and project quad chart, followed by a detailed technical and cost proposal if invited. Following Amendment 0002, the due date for submissions has been extended to November 6, 2026. Awards are anticipated as firm-fixed-price or level-of-effort term contracts, though cost-reimbursable contracts may be considered with justification. Evaluation is based on a trade-off process where technical merit and importance to agency programs are significantly more important than cost. Successful contractors must comply with strict reporting requirements, including a Data Management Plan, semi-annual Technology Transfer Reports, and a final technical report that is 100 percent Section 508 compliant. Administrative requirements include mandatory electronic invoicing via the DELPHI iSupplier system and adherence to NIST SP 800-171 for protecting controlled unclassified information.

Amendment/Modification posted Jun 3, 2019: 1) Q: Where is the 40 metric ton requirement for transport coming from? Is it the standard road transport limit for our national highways or is it the delta between the cargo weight capacity of a C-17 aircraft and the weight of the truck that will transport the reactor CONEX container? A: The 40 ton weight limit is based on a variety of factors related to ease of transportability. 2) Q: What vehicle (truck) models were you anticipating to carry a shipping container weighing 40 ton? We would like to create a realistic graphic and we want to use practical truck models. A: The Army's semi-trailer is the DRS Technologies M1000. 3) Q: From an operations perspective, is there value for a remote monitoring system, in addition to on-site personnel? Would you control multiple generators on a site from a central "control panel" or would you want to have individual control panels for multiple MNPPs on the site? Also would you have interest to monitoring multiple sites? If so, would you lean on the vendor for technology or do you already have technology that must be used to obtain data from the reactor? A: The RFS calls for "minimal operator interaction required, while also providing for monitoring", and it will be up to the vendor to determine how best to achieve this. The vendor will be required to provide their own technology for any remote monitoring. In addition, the number of monitoring sites is up to the discretion of the proposer. 4) Q: I understand there is a 10MB size restriction for the email. Does this preclude submitting more than one email? For example, if the Technical Volume 12MB, can I break the file up into two emails, possibly one that includes the 50 pages and another email that includes the uncounted page appendices such as the resumes and SOW? A: Multiple emails may be sent. However, it is the responsibility of the proposer to ensure all emails have been received.
