Employment and Social Development Canada (ESDC) is seeking to create a multi-year Supply Arrangement (SA) purchasing tool for prequalifying Offerors across Canada for the delivery of corporate learning solutions to equip ESDC employees with the knowledge and skills to adapt to new challenges and promote service excellence. The Offeror must provide Virtual Training Development and Delivery for the following Key Learning Themes (Refer to Annex B for Stream Details) 1. Management and Leadership Skills 2. Career Skills Development at All Levels 3. Data and Artificial Intelligence (AI) Skills 4. Digital Technology Skills 5. Transformational Learning: Project Management, Crisis Management, Business Process Management 6. Change Management 7. Diversity, Inclusion & Accessibility 8. Reconciliation and Indigenous Rights 9. Workplace Wellness 10. Collaboration and Relationship Skills 11. Strategic, Analytical and Creative Thinking 12. Narrative and Communication Skills These services are being sought through a Supply Arrangement which will start approximately February 2026, and expire when ESDC determines that it is no longer advantageous. Please note that ESDC will not distribute solicitation documents that are posted on CanadaBuys.gc.ca. Suppliers must download the solicitation document and attachments directly from the tender page. The Request for Supply Arrangements (RFSA) is to establish supply arrangements for the delivery of the requirement detailed in the RFSA to the Identified Users across Canada, excluding locations within Yukon, Northwest Territories, Nunavut, Quebec, and Labrador that are subject to Comprehensive Land Claims Agreements (CLCAs). Any requirement for deliveries to locations within CLCAs areas within Yukon, Northwest Territories, Nunavut, Quebec, or Labrador will have to be treated as a separate procurement, outside of the resulting supply arrangements.
