Request for Tender Snow Removal

The Cochrane District Services Board is seeking qualified contractors for snow removal and winter maintenance services at Housing Services properties in Timmins and South Porcupine, Ontario. The anticipated contract term runs from November 1, 2026, to March 31, 2029. The scope of work includes snow ploughing, hauling, and salting or sanding of parking lots, driveways, entrances, sidewalks, and pedestrian areas. Contractors must provide all necessary labor, equipment, and supervision, ensuring that equipment is pneumatically mounted or rubber tracked to prevent surface damage. The successful provider must be available 24 hours a day, seven days a week, including holidays, and adhere to a two-hour response time, a four-hour window for ploughing completion, and a two-hour return window to clear obstructions caused by city operations. Bidders must submit a monthly lump sum price for each location they wish to service, with specific call-out rates defined for out-of-season services. Evaluation is based on mandatory compliance, experience, staffing and equipment capacity, response capabilities, and pricing, though the board is not bound to select the lowest bidder. Required submissions include a variety of appendices covering terms, equipment lists, subcontractors, and work references. Contractors are required to maintain at least 2,000,000 dollars in public liability and property damage insurance and provide a valid Workplace Safety and Insurance Board certificate. Invoicing must be accompanied by a detailed service schedule of all work performed.
