26 March 2021 Update: The deadline to request the documents has been amended to 13 April, 2021, and typos have been rectified. The due date for the white paper submission remains unchanged. This is not a request for proposal. The 764th Enterprise Sourcing Squadron is requesting white papers on current and/or near future capabilities to further Joint All-Domain Command and Control (JADC2) operations. JADC2 is about decreasing the time to make decisions, and taking immediate action to improve unity of effort. USAFE and PACAF co-developed a Concept of Operations (CONOP) which provides a methodology to effectively posture the Commands to deter aggression. Additionally, USAFE developed a Concept of Employment (CONEMP) as a guide to new operations, activities, and investments. Further, the CONEMP identifies nineteen (19) capabilities necessary to fully implement JADC2. The Government intends to release these two documents to vendors with active SIPR accounts, on the condition of the vendor sending the Government a capability white paper on current and/or near future capabilities to further JADC2 operations by the close of this posting on 27 April, 2021. This white paper should not exceed three (3) pages in length. This Request for Information is issued solely for information purposes only and does not constitute a solicitation. An active SIPR account is required to receive the USAFE documentation. All information received in response to this Request for Information that is marked as 'Secret' will be handled accordingly. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this Request for Information. If, after reviewing this posting, you desire to participate in this Request for Information, you should reply via email to the contacts in the following paragraph no later than 12:00 AM EDT Tuesday, 13 April, 2021. Classified information shall be clearly marked. Classifications shall not exceed the 'Secret No-Foreign' level. All submissions shall be sent via SIPR e-mail. The electronic format may be in Adobe Acrobat Portable Document Format (PDF) or compatible with Microsoft Office suite of software. To either receive these documents or submit a white paper to the Government, send a request by e-mail to (NIPR): alex.cordell.1@us.af.mil Then send a separate notice via your active SIPR account to (SIPR): alex.m.cordell2.mil@mail.smil.mil This is not a request for proposal.

Türkiye Base Operations Support Acquisition (T-BOS)
Solicitation # FA564126R0005
The Türkiye Base Operating Support (T-BOS) acquisition, managed by the 764th Enterprise Sourcing Squadron, is a consolidated requirement to provide comprehensive installation management and core support services for the United States Air Forces in Europe and United States Air Forces Africa. The scope of work covers multiple locations, including Incirlik Air Base, Ankara Support Facility, Cigli Air Base, Istanbul, and HQ NATO LANDCOM. Key service areas include civil engineering, communications, force support, logistics readiness, housing management, and emergency services. The government intends to award a single Cost-Plus-Fixed-Fee Indefinite Delivery Indefinite Quantity (IDIQ) contract based on a best-value tradeoff process, where technical factors are considered significantly more important than cost. The procurement is currently undergoing a strategic pause of approximately 90 to 120 days following a scope revision on August 19, 2026. This decision follows the conclusion of mediation with the Türk Harb-İş labor union regarding a new Collective Labor Agreement (CLA), leading the government to cancel previous plans to descope 175 full-time equivalent positions and restore them to the consolidated requirement. Consequently, the final Request for Proposal (RFP) is delayed to allow for revisions to the Performance Work Statement, cost baseline estimates, and evaluation criteria. Prospective offerors must navigate specific requirements, including U.S. Secret security clearances for certain personnel, FedRAMP Moderate cloud hosting for dashboard systems, and strict adherence to the newly signed CLA wage rates and benefits.
