Request for Whitepaper-Arc Heater Component Manufacturing and Supply

The Arnold Engineering Development Complex (AEDC) is seeking a long-term strategic partner to manufacture and refurbish critical components for its Arc Heater test facilities to support Department of War objectives. This effort is structured as a ten-year strategic agreement under the Other Transaction Authority for Prototype Projects (10 U.S.C. § 4022), utilizing a framework of yearly milestones. Specific component orders will be managed through modifications to these milestones. To ensure a resilient industrial base, the government maintains the right to onboard additional qualified vendors throughout the period of performance to compete for future orders. Interested vendors must submit a whitepaper not exceeding ten pages, detailing their manufacturing and quality processes, a five-year firm-fixed pricing structure, and their approach to intellectual property and statutory compliance. Key requirements include strict adherence to the Government-owned Technical Data Package, maintenance of CMMC Level 2 certification for handling Distribution D export-controlled information, and active registration in the System for Award Management. Performance will be evaluated based on the suitability of the proposed business process prototype, acceptance of intellectual property terms, and the ability to meet mandatory cybersecurity and statutory participation requirements. The agreement specifies that the performer is responsible for all packaging and transportation costs to Arnold Air Force Base, Tennessee, with risk of loss remaining with the performer until formal written government acceptance. Payments are made on a firm-fixed-price basis within thirty days of receiving a proper invoice via Wide Area Workflow, contingent upon successful delivery and inspection. Additionally, performers must ensure end products are manufactured in the United States or a qualifying country and maintain valid certification under the United States/Canada Joint Certification Program.
