Request for Whitepaper-Arc Heater Component Manufacturing and Supply

The Arnold Engineering Development Complex (AEDC) is seeking a long-term, sustainable source for the manufacture and refurbishment of critical components for its Arc Heater test facilities to support Department of War objectives. This effort is structured as a ten-year strategic agreement under the authority of 10 U.S.C. Section 4022 for prototype projects, utilizing yearly milestones. The agreement is designed to foster a resilient industrial base, and the government maintains the right to onboard additional qualified vendors to compete for future component orders. All production must strictly adhere to the Government-owned Technical Data Package, and the performer is responsible for all packaging, transportation, and delivery costs to Arnold Air Force Base, Tennessee. The selection process is based on a whitepaper submission evaluating the suitability of the vendor's business process prototype, including their manufacturing and quality processes and a five-year firm-fixed pricing structure. Mandatory requirements include compliance with 10 U.S.C. Section 4022(d) and a robust cybersecurity approach for handling Distribution D export-controlled data, specifically requiring CMMC Level 2 certification. Payment will be made on a firm-fixed-price basis via Wide Area Workflow (WAWF) following formal government acceptance of the deliverables. The performer must also maintain active SAM registration and ensure that end products are manufactured in the United States or a qualifying country.
