STATEMENT OF WORK Background: The Uniform Commercial Code (UCC or the Code), first published in 1952, is one of a number of uniform acts that have been promulgated in conjunction with efforts to harmonize the law of sales and other commercial transactions in all 50 states within the United States of America. As a branch office of MB5/Financial Services Division, the Fisheries Finance Program (FFP) branch creates loans to the U.S. commercial fishing industry. As due diligence in this process, we are required to conduct UCC searches on individuals and businesses linked to our FFP loans. These UCC searches are required for loan closings and loan servicing. Requirements/Deliverables: The Financial Services Division is requesting a vendor to provide UCC search support. These searches must be available electronically through a company provided search engine or website. Searches must also be able to provide UCC information for all 50 states. The government anticipates the need for 350 searches per year to meet its needs. Uniform Commercial Code (UCC) searches provide a check for filings against a selected party, individual person or business entities. Each state has a UCC filing system. NOAA Fisheries Finance Program (FFP) requires UCC searches prior to and after closing an FFP loan. The searches assure that the government's proposed and actual legal liens against collateral pledged to the government is what was the FFP required and discloses any outstanding liens that must be satisfied. **** Each UCC search report shall identify any outstanding liens and reference copies of associated exhibits and must include the U.S. state where the filing is held, the debtor's name, the name of the lender, creditor or lienholder, the date of the UCC filing, a UCC recording number, a description of the subject collateral, and any associated exhibits.
