Rescue Partner Incentive Program (Canine and Feline Rescue Contracts)

The City of San Antonio is seeking qualified 501(c)(3) certified animal rescue organizations to participate in the Rescue Partner Incentive Program by pulling dogs and cats from the Animal Care Services shelter for life-saving purposes, with adoption as the primary goal. Organizations must maintain their 501(c)(3) status in good standing and immediately report any suspensions or revocations to Animal Care Services. Contractors are required to provide humane housing, transportation, and care in compliance with Section 5-6 of the San Antonio Municipal Code, and must have a licensed veterinarian on staff or under contract. Those based outside San Antonio must maintain a local representative with authority to act on their behalf. All applicants must register with the City’s SAePS system prior to submission and provide completed attachments including a General Information Form with IRS determination letter and board details, a Contracts Disclosure Form, a Litigation Disclosure Form requiring full disclosure of any felony or misdemeanor convictions within five years, terminations from government or private entities, and any litigation involving the City or others within the past ten years, and a signed Signature Page. Proposals must also include detailed signed PDF plans outlining animal selection, oversight of housing and care, foster and boarding recruitment and vetting, and secondary transfer procedures if animals are relocated to other 501(c)(3) entities. Contractors are compensated at a rate of $200 per qualifying animal pulled from the shelter, with additional services paid at an agreed-upon amount. Invoices must be submitted monthly in .pdf format to the City’s Accounts Payable email and mailed to both Accounts Payable and Animal Care Services, with payment processed within 30 days of approval by the ACS Contract Coordinator. Final acceptance of services is contingent upon written approval by the Director or his designee, and proof of sterilization as determined by Animal Care Services is mandatory. Contractors must carry insurance to meet statutory liability obligations and are required to fully indemnify, defend, and hold harmless the City, its officials, employees, volunteers, and representatives from all claims, damages, or legal actions arising from their activities under the contract, with indemnification obligations not limited by worker’s compensation statutes. Failure to fully and truthfully complete disclosures, maintain required certifications, or comply with contractual obligations may result in disqualification or contract termination. Applications are due by August 25, 2026, and must be submitted electronically to ACS Rescue or mailed to the specified address with all required documentation.
