RESD-PMDB 2026-02 RETAINER AGREEMENT ¿ ENVIRONMENTAL SERVICES

The California Department of General Services, through its Real Estate Services Division, Project Management and Development Branch, is soliciting qualified firms to establish retainer agreements for environmental services across Northern, Southern, and Coastal regions of the state. Firms must submit a Statement of Qualifications through the DGS Box.com portal by the deadline of August 28, 2026, in PDF format, including mandatory documentation such as Federal Form SF330 for the firm and all proposed subcontractors, a letter of interest specifying regions of interest and FEIN, an executive summary limited to two pages, and a comprehensive qualifications statement addressing seven selection criteria. Respondents must also provide certifications including compliance with California Civil Rights Laws, DIR registration as a Public Works Contractor, Darfur and Iran Contracting Act attestations, a Bidder Declaration Form, and a current Statement of Information, including proof of fictitious business name filings if applicable. Proposals are evaluated based on experience of the firm, principals, and key personnel; resource availability; collaboration with stakeholders; problem-solving ability; and demonstrated environmental compliance, particularly under CEQA and state and federal environmental statutes. Only those firms passing all minimum submission requirements will be considered, with highest-scoring respondents in each region advancing to an oral presentation interview. Successful firms may be awarded multi-year agreements of up to five years with a maximum cumulative value of $6,000,000 per region, though the authorized spending limit per agreement is capped at $5,000,000 unless amended by the State. Work is performed on an as-needed basis through negotiated task orders issued only within the first 36 months of the agreement, with the final 24 months reserved exclusively for completing pre-authorized work. All services must be performed under the supervision of a California-licensed design professional or contractor and must comply with prevailing wage laws under Labor Code §1774 and §1725.5, with electronic certified payroll reports submitted directly to the Department of Industrial Relations. Contract pricing will be based on fixed hourly rates negotiated between the State and the firm, with task orders priced at firm-fixed prices using those rates. A 10% retention will be withheld on progress payments, and if retained amounts exceed $10,000 and remain unclaimed 60 days after phased service completion, the State will deposit the earned retention with a certified escrow agent at the contractor's expense.
