RESD-PMDB AD/RFQ 2025-23 CTC - Van Sickle Park Phase III

The California Department of General Services is seeking qualified firms to provide professional engineering and multidisciplinary services for the Van Sickle Park Phase III project located in South Lake Tahoe, El Dorado County, under solicitation number RESD-PMDB 2025-23. This Request for Qualifications (RFQ) targets firms capable of delivering working drawings and construction administration services on an as-needed basis, with a focus on engineering, real estate easement acquisition, landscape architecture, forestry, environmental services, interpretive design, communications, and construction monitoring. The selected firm will be required to produce 100% plans, specifications, engineer’s estimates, and a bid package for construction, while ensuring compliance with the California Environmental Quality Act, including the Mitigation Monitoring and Reporting Program, and developing a Stormwater Pollution Prevention Plan. All work must be performed under the supervision of a licensed California design professional, with ADA-compliant Class 1 asphalt trails included in the scope. The contract will be structured as a fixed-rate agreement with a potential five-year term and a maximum value of $5,000,000, though pricing will be determined through negotiation after selection based on proposed hourly rates for personnel and subcontractors. Firms must meet minimum qualification requirements to be eligible for evaluation, which includes demonstrating relevant experience in project delivery, particularly in high-elevation recreation projects within the Lake Tahoe and Truckee River watersheds, and possessing expertise in cost estimating, scheduling, value engineering, and georeferenced spatial data using ESRI ArcGIS Pro. Evaluation will occur in two stages: a written response assessing the firm’s experience, key personnel qualifications, resource availability, collaboration capabilities, problem-solving skills, and specialized knowledge—including experience working with the Washoe Tribe and developing interpretive materials—and a subsequent oral interview for shortlisted firms. The selection process will prioritize firms that submit a completed California Civil Rights Laws Attachment, Darfur Contracting Act Certification, Iran Contracting Act Certification, Bidder’s Declaration Form (GSPD-05-105), and Disabled Veteran Business Enterprise (DVBE) Participation Summary (STD 840), with a minimum 3% DVBE participation goal required.
