The Research Engineering Development and Analysis for Cyber Targeting (REDACT) is an open, two-step Advanced Research Announcement (ARA) issued by the Department of the Air Force, Air Force Materiel Command, AFRL Rome Research Site. The program seeks innovative research to develop adversary system of systems analysis to support the Air Force, USCYBERCOM, and other mission partners. The scope of work is divided into three primary focus areas: Target Engineering and Analysis, Agile Cyber Mission Adaptation, and Rapid Non-Kinetic Cyber Capability Development. The goal is to enable mission partners to optimize Tactics, Techniques, and Procedures (TTP) against evolving threats through requirements evaluation, proof-of-concept development, and deployment in operationally realistic environments. The total estimated funding for this ARA is approximately 999.9 million dollars, spanning fiscal years 2026 through 2030. Individual awards typically range from 1 million to 100 million dollars, with a maximum potential award of 499.9 million dollars and a performance period not normally exceeding 60 months. Awards may be issued as FAR-based procurement contracts or Other Transactions (OT). The announcement remains effective until December 8, 2030, with initial submissions limited to white papers and formal proposals accepted by invitation only. Proposals are evaluated based on four equally weighted factors: overall scientific and technical merit, related experience, openness and maturity of the solution, and the reasonableness of proposed costs. A mandatory Security Risk Review serves as a gate prior to award selection. Offerors must adhere to strict submission guidelines, including a 3 to 5 page double-spaced white paper. Additionally, companies with Foreign Ownership, Control or Influence (FOCI) must provide approved mitigation documentation from the Defense Counterintelligence Security Agency (DCSA) prior to submission.

Fast Assessment of Solutions, Therapeutics, Pharmaceuticals, and SupplieS (FASTPASS) Innovative Solutions Opening
Solicitation # ARPA-H-SOL-26-160
The Fast Assessment of Solutions, Therapeutics, Pharmaceuticals, and Supplies (FASTPASS) program, under solicitation ARPA-H-SOL-26-160, is an initiative by the Advanced Research Projects Agency for Health (ARPA-H) to develop a near real-time, non-destructive, AI-enabled screening system. The goal is to identify contamination, adulteration, and quality defects in pharmaceutical products through their packaging at ports of entry and other supply-chain nodes using multi-modal sensing and data fusion. This 54-month program is structured into three 18-month phases, culminating in a fieldable platform with validated training materials and integrated documentation capabilities. This procurement is conducted as a multiple-award Other Transaction (OT) Agreement rather than a standard federal contract, meaning it is governed by specific OT articles instead of the Federal Acquisition Regulation. Awards are based on the most advantageous proposals, with primary evaluation factors including innovation, soundness, execution planning, risk management, and team expertise. Payments are fixed and triggered by the successful completion of milestones, managed through the Payment Management System. Proposers must be registered in SAM.gov and provide detailed technical and cost proposals, including a milestone payment schedule and research security disclosures. Amendment 01 specifically updated the cost proposal narrative model and workbook to correct typographical errors and rename appendices.
