The U.S. Army Medical Research Acquisition Activity, on behalf of the Department of Defense’s Joint Program Committee 1, is planning to issue a Request for Proposals to fund research, integration, and development of an integumentary (skin) system designed for simulation training and education. This effort targets organizations that develop simulation systems incorporating physiological tissue characteristics and behavior measurements, which can be integrated with flexible, modular mannequin platforms such as the Advanced Modular Manikin and future modular part-task training devices. The solicitation encourages participation from entities specializing in synthetic materials, polymers, micro-technologies like micro-fluidics, and those with expertise or data related to measuring tissue properties and physiological responsiveness of human tissues. The acquisition will be conducted as a full and open competition under Federal Acquisition Regulation (FAR) Part 15, with the Government expecting to award one or two Cost Plus Fixed Fee (CPFF) contracts with a 24-month base period of performance. The Government maintains the right to modify solicitation procedures or duration, and may reopen the solicitation if no successful proposals are received. The solicitation was anticipated to be posted in late 2017 on SAM.gov or FBO.gov, requiring all offerors to have current registration and certification in the System for Award Management under NAICS code 541715. Proposals must include a valid DUNS number and be submitted electronically, with inquiries handled via email only by designated points of contact.
